AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
BALDWIN PARK AMENDING THE BALDWIN PARK riJNICIPAL
CODE BY AMENDING SECTION 8100. OF THE SAID CODE
AND ADDING THERETO SECTIONS 8101.5 AND 8107 and
8108 AND ADOPTING AS THE BUIIDING CODE OF SAID
CITY AS TO ALL BUILDINGS OR STRUCTURES VOLUME 1
AND VOLUME 3 OF THE UNIFORM BUILDING CODE, 1952
EDITION AND THE APPENDIX THERETO PUBLISHED BY
THE PACIFIC COAST BUILDING OFFICIALS CONFERENCE.
The City Council of the City of Baldwin Park does ordain as follows:
SECTION 1 Section 8100 of the Baldwin Park Municipal Code is hereby amended
to read as follows:
8100. Adoption of Uniform Building Code, 1952 Edition. Those
certain documents on file in the office of the City Clerk being marked and
designated as Uniform Building Code, 1952 Edition, together with appendix
thereto, Volume I, and Uniform Building Code Standards, Volume III,' consist-
ing of three copies of each volume in book form, as amended by Sections 8101
through 8140 of this Chapter, hereby are adopted as the Building Code of the
City for the regulation, erection, construction, enlargement, alteration,
repair, moving, removal, demolition, conversion, occupancy, equipment, use,
height, area, and maintenance of all buildings or structures in said City;
providing for the issuance of permits and collection of fees therefor; and
declaring and establishing fire zones; and the same is made a part hereof as
if fully set out in this Chapter."
SECTION 2. The Baldwin Park Municipal Code is hereby amended by adding thereto
Sections 8101.5, 8107 and 8108 to read as follows:
8101:5 Amed ing Section 201. Section 201 of said Uniform Building
Code is hereby amended to read:
Section 201. There is hereby established in the City the
Building Department which shall be under the jurisdiction of the Building
Official.. The Building Official shall be the County Engineer of the County
of Los Angeles, California."
8107.' Amending Section 303(b). Subsection b) of Section 303 of
said Uniform Building Code is hereby amended to read:
Section 303. b) Plan-Checking Fees. When the Valuation of
the proposed construction exceeds one thousand dollars $1,000.00) and a
plan is required to be submitted by Subsection c) of Section 301, a plan-
checking fee shall be paid to the Building Official at the time of submitting
plans and specifications for checking. Said plan-checking fee shall be
equal to one-half of the building permit fee as provided in Table No. 3-A.

8108. Amending Section 103 by Adding g), d) and e).
Section 303 Of said Uniform Building Code is hereby amended
by adding Subsections c), d), and e) to read:

c Other Fees. The following fees shall be paid
before any permit is issued, inspection made, occupancy allowed,
or device operated:
Inspection of structures or devices regu-
lated by Chapter 66, for the first inspect--
tion of the first structure or device $5.00
and for each additional structure or
device 1.00
Reinspection of one or more of above strdc~
tures or devices at the same location 2.50
Inspection or reinspecti6n of Group B,
Div. 4 structures 5.00 ea.
For inspection of any use, occupancy or
change in use or occupancy not otherwise
covered herein by a fee and which is regu-
lated by any City ordinance 5.00
Permits for amusement devices and temporary Group
B, Division 4 structures shall be valid for a period of not ex-
ceeding 30 days.
d) Exemption From Fees. The City or arty department,
board, or officer thereof, acting on behalf of said City, any
municipal or quasi-municipal corporation or government, and any
district or governmental agency, shall not be required to pay
any fees required by this Code.
e) Refunds. In the event that any person shall have
obtained a building permit and no portion of the work or con-
struction covered by such permit shall have been commenced and
such permit shall have been canceled as provided for in Subsec-
tion d) of Section 302, the permittee, upon presentation to said
Building Official of a request therefor in writing on a special
form shall be entitled to a refund in an amount equal to eighty
per cent 80%) of the building permit fee actually paid for such
permit.
The Building Official shall satisfy himself as to the
right of such applicant to such refund, and each such refund
shall be paid as provided by law for the payment of claims
against the City.
No portion of the plan-checking fee shall be refunded,
unless no checking has been performed on a set of plans, in
which case eighty per cent 80%) of the plan-checking fee shall
be refunded."

This ordinance is hereby declared to be for the imme-
diate preservation of public peace, health and safety. A
declaration of the facts constituting its urgency is as
follows:
The City of Baldwin Park was incorporated on January
25, 1956. Prior to that time the area encompassed in said
city was governed by the ordinances of the County of Los
Angeles. Upon the incorporation of said city said ordinances
no longer had any effect upon or application to persons or
property within the City of Baldwin Park. It therefore was
necessary to immediately enact Ordinance No. 1 in order to
prevent complete chaos within the City of Baldwin Park as
there would have been no restraint upon persons in respect
to any of their personal actions or in regard to the use of
their property. This Ordinance, as amending and adding to
Ordinance No. 1 must for the same reasons take effect imme-
diately; to wait the thirty-day period would cause chaos
within the City of Baldwin Park as there would be no restraint
upon persons in regard to any of their personal actions or in
regard to the use of their property.
The City Clerk shall certify to the adoption of this
Ordinance and shall cause the same to be published or posted
in the manner required by law, and this Ordinance shall take
effect immediately upon its adoption.
