HomeMy WebLinkAboutORD 068ORD 068ê79wS ×Pía ORDINANCE NO. 68 AN ORDINANCE OF THE CITY OF BALDWIN PARK AMENDING THE MUNICIPAL CODE BY ADDING SECTIONS THERETO CREATING THE OFFICE OF DIRECTOR OF FINANCE"; DEFINING DUTIES AND AUTHORITY OF THE DIRECTOR OF FINANCE; REPEALING ORDINANCES OR PARTS THEREOF IN CONFLICT WITH THIS ORDINANCE THE CITY COUNCIL OF THE CITY OF BALDWIN PARK DOES ORDAIN AS FOLLOWS: SECTION 1: ADDING SECTIONS TO MUNICIPAL CODE. Chapter X is hereby added to Article II of the Baldwin Park Municipal Code, the Sections of which shall read as follows: CHAPTER X DIRECTOR OF FINANCE SECTION 2920. OFFICE CREATED. The office of Director of Finance is hereby created and established. The Director of Finance shall be the chief accounting officer of the City of Baldwin Park, and shall consolidate all accounting matters of the City of Baldwin Park in this office, as an entirely separate and distinct entity from all other departments. SECTION 2921. TENURE. This office shall be appointive; the Director of Finance shall be appointed by the City Administrator, with the approval of the City Council. SECTION 2922, QUALIFICATION. The Director of Finance shall be qualified by sufficient technical accounting training, skill and ex- perience to be proficient in the office. The Director of Finance shall also show evidence of his executive ability. SECTION 292. BOND. The Director of Finance shall furnish to the City of Baldwin Park a corporate surety bond to be approved and paid for by the City Council, in the sum of $50,000.00, and shall be conditioned upon the faithful performance of the duties imposed on the Director of Finance as prescribed by this ordinance. The bond fee shall be a proper charge against such funds as the City Council shall designate. SECTION 292.. COMPENSATION. The Director of Finance shall receive as compensation such sums as the City Council shall from time to time deter- mine and fix by budget or resolution, and said compensation shall be a proper charge against such funds of the City as the City Council shall designate. 1- ORD 068ê79wS ×Pía SECTION 2925. POWERS AND DUTIES. The Director of Finance shall be the head of the Finance Department of the City and shall have the power and is required to do the following: a) ADMINISTRATION OF FINANCIAL AFFAIRS. Have charge of the administration of the financial affairs of the City under the direction of the City Administrator. b) BUDGET Compile the budget expense and income estimates for the City Administrator. c) ACCOUNTING SYSTEM. Maintain a general accounting system for the City Government and of each of the offices, departments and agencies. d) DISBIRSEMENTS. Supervise and be responsible for the disbursements of all moneys and have control of all expenditures, audit all purchase orders before issuance; audit and approve before payment by the City Council and Treasurer all bills, invoices, payrolls, demands or other charges against the City Government and with the advice of the City Attorneys, when necessary, determine the regularity, legality and correctness' of such claims, demands or charges to insure that budget appropriations are not exceeded. e) FINANCIAL REPORTS. Submit to the City Council through the City Administrator a monthly statement of all receipts and disbursements in sufficient detail to show the exact financial condition of the City; and, as of the end of each fiscal year, submit a complete financial statement and report. f) PROPERTY INVENTORY. Supervise the keeping of current inventories of all property of the City by all City departments, offices and agencies. g) OTHER DELEGATED DUTIES. Perform all the financial and accounting duties heretofore imposed upon the City Clerk, and the City Clerk shall be, and he hereby is, relieved of all such duties, including all such duties imposed upon the City Clerk by Article 1 of Chapter 4, Page 2, Division 3, Title 4, and by Sections 40802 to 40805, inclusive, of the Government Code of the State of California. 2- ORD 068ê79wS ×Pía h) OTHER FUNCTIONS Perform such otizer functions as the City Administrator may from time to time specify, or such other functions as may be prescribed from time to time by action of the City Council. SECTION 2926. ABSENCE. Should the Director of Finance be absent or disabled, the City Administrator shall designate a temporary acting Director of Finance. SECTION 2927. REPEAL. All ordinances and all parts of ordinances of the City-of Baldwin Park in conflict herewith are hereby repealed to the extent of such conflict. SECTION 2928. EFFECTIVE DATE. This ordinance shall become operative upon the appointment and qualification of a Director of Finance, but not sooner than thirty days from and after the final passage and adoption of this ordinance." SECTION 2: CERTIFICATION AND PUBLICATION. The City Clerk shall certify to the adoption of this Ordinance and cause the same to be published or posted in the manner re- quired by law.
