HomeMy WebLinkAboutORD 070ORD 070ê79wS ×Píâ ORDINANCE NO. 70 AN ORDINANCE OF THE CITY OF BALDWIN PARK ADDING PART 7 TO DIVISION VII CIF SECTION 9100 CF THE BALDWIN PARK MUNICIPAL CODE, THE SECTIONS CF WHICH PART 7 SET FORTH THE ZONING RMULATIONS PERTAINING TO SIGNS THE CITY COUNCIL OF THE CITY CF BALDWIN PARK DOES ORDAIN AS FOLLOWS: SECTION 1: ADDING SECTIONS TO MUNICIPAL CODE. Part 7 is hereby added to Division VII of Section 9100 of the Baldwin Park Municipal Code, the sections of which said Part 7 shall read as follows: Part 7 Signs SECTION 9100.775. General Provisions Notwithstanding any other provisions of the zoning regulations of the City of Baldwin Park, the regulations as set forth in this Part shall govern the use of property within the City for the construction, main- tenance and operation of signs, outdoor advertising structures and billboards within the City of Baldwin Park. Provided, however, that no sign shall be constructed, maintained or operated without first complying with all other ordinances or regulations of the City of Baldwin Park applicable thereto. SECTION 9100.775.1. Definition. The term, sign', shall mean and include every sign, billboard, ground sign, wall sign, roof sign, illuminated sign, property sign, and temporary sign, and shall include any announcement, declaration, demon- stration, display, illustration. or insignia used to advertise or promote the interests of any person when the same is placed out of doors in view of the general public. SECTION 9100.775.2. Sign Regulations in R-1 Zone. The following signs and no others shall be permitted in the R-1 Zone: a) One 1) unlighted sign not exceeding six 6) square feet in area pertaining only to the sale, lease or hire of only the particular building, property or premises-upon which displayed. Such signs may be placed within the front or side yard setbacks, provided that they shall be no closer or nearer than ten 10) feet from the front property line. b) Signs identifying persons engaged in construction on a site shall be permitted as long as construction is in progress, but not to exceed a six-month's period. c) Signs not exceeding an aggregate size of one hundred 100) square feet of surface area advertising the sale of subdivisions and tract homes, on the site, shall be permitted during the initial period of the development project, which period shall be defined as beginning with the recording date of the subdivision map and terminating twelve 12) months thereafter. SECTION 9100.775.3. Sign Regulations in R-2 Zone. SECTION 9100.775.5. Sign Regulations in A-1 Zone. The following signs and no others shall be permitted in the A-1 Zone: a) One 1) unlighted sign not exceeding six 6) square feet in area pertaining only to the sale, lease or hire of only the particular building, property or premises upon which displayed. Such signs may be placed within the front or side yard setbacks, provided that they shall be no closer or nearer than ten 10) feet from the front property line. b) Signs identifying persons engaged in construction on a site shall be permitted as long as construction is in progress, but not to exceed a six-monthIs period. c) Signs not exceeding; an aggregate size of one hundred 100) square feet of surface area advertising the sale of subdivisions and tract homes, on the site, shall. be permitted during the initial period of the development project, which period shall be defined as beginning with the recording date of the subdivision map and terminating twelve 12) months thereafter. 2 ORD 070ê79wS ×Píâ ORDINANCE NO-70 d) One double-faced unlighted sign not exceeding forty-two 42) square feet in area per face and pertaining only to the sale, lease or hire of the products produced on the premises on which the sign is located. The sign may be within the front or side yard setbacks provided that it shall not be located nearer than ten 10) feet from the front pro- perty line. SECTION 9100.775.6. Sign Regulations in C-1 Zone. The following signs and no others shall be permitted in the C-1 Zone: a) One 1) unlighted sign not exceeding six 6) square feet in area pertaining only to the sale, lease or hire of only the particular building, property or premises upon which displayed. b) Signs identifying persons engaged in construction on a site shall be permitted as long as construction is in progress, but not to ex- ceed a six-months' period. 40 c) Name plates not exceeding two 2) square feet in area containing the name of the occupant of the premises. r d) Identification signs having a total facing area of not more than eighty 80) square feet. V e) No flashing or rotating lights or any object simulating motion shall be permitted. All lighted signs shall have the lights directed away from any adjoining redidential area. SECTION 9100.775.7. Sign Regulations in C-2 and M-1 Zones. The following signs and no others shall be permitted in the C-2 and M-l Zones: a) There shall be no size requirement for signs in the C-2 or M-1 Zones. Provided,however, that no sign or billboard shall be permitted which advertises any goods, wares or merchandise sold elsewhere except exclusively on the lot on which said sign or billboard is located without first obtaining a special use permit therefor, in accordance with the procedure established in Part 1 of Division 5 of Section 9100 of this Code. SECTION 9100.775.8. Sign Regulations Within Five Hundred 500) Feet of A Freeway The following signs and no others shall be permitted within five hundred 500) feet of a freeway: a) No signs of any type shall be permitted within five hundred 500) feet of the right of way of any state freeway as defined in the Streets and Highways Code of the State of California, except signs ad- vertising the name and street address of the business, type of business or products sold on the premises on which the sign is located. Pro- vided, however, that such signs shall be limited to a facing area not ex- ceeding eighty 80) square feet and shall contain no flashing or rotat- ing lights or any object simulating motion. SECTION 2: EFFECTIVE DATE. Pursuant to the authority granted by Section 65806 of the Government Code of the State of California, this ordinance shall take effect im- mediately.
