AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF 13ALDWIN PARK AMENDING THE
BALDWIN PARK MUNICIPAL CODE BY ADDING
THERETO NEW SECTIONS 4550, 4550.1 AND
4551 PROHIBITING THE INHALING, DRINKING
OR BREATHING OF SPECIFIED SUBSTANCES
The City Council of the City of Baldwin Park does
ORDAIN as follows:
Section l. That: the Baldwin Park Municipal Code
is hereby amended by adding thereto new Sections 4550,
4550.1 and 4551, the same to read respectively as follows:
INTOXICATION FROM GLUE-SNIFFING
4550. GLUE-SNIFFING PROHIBITED. No person shall
inhale, breathe or drink, any substance known as glue,
adhesivement, mucilage, dope, or any other material,
compound, liquid, chemical or substance or combination
thereof, with the intent of becoming intoxicated, elated,
dazed, paralyzed, irrational, or in any other manner
changing, distorting or disturbing the eyesight, think-
ing process, balance or coordination of such person.
For the purpose of this part any such condition so in-
duced shall be deemed to be an intoxicated condition and
the person in any such condition shall be deemed an in-
toxicated person.
4550.1 SAME. EXCEPTION. The provisions of the
preceding section shall not pertain to any person who
inhales, breathes, or drinks any such material or sub-
stance pursuant to the direction or prescription of
any doctor, physician, surgeon, dentist, or pediatrist
authorized to so direct or prescribe.
4551. It shall be unlawful for any intoxicated
person as defined in this chapter, or any person in an
intoxicated condition, to remain, appear or be in or
near any place open to the public view or in any store,
parking lot, stadium or any other place to which the
public is admitted or invited, or in or on any private
premises or in any private house to the inconvenience and
annoyance of any other person.
Section 2. The City Clerk shall certify to the
adoption of this Ordinance and shall cause a copy hereof to
be published as required by law.
Section 3. This Ordinance is hereby declared to be
an emergency measure necessary for the immediate preservation
and protection of the public health, safety and welfare, and
shall take effect immediately upon its adoption. The facts
constituting the emergency are hereby declared to be as follows:
The practices hereinbefore enumerated and prohibited

have spread to this community, and there are no adequate
means of coping with the same. Such practices frequently
result in irrational, abusive and destructive conduct, jeo-
pardizing the health, safety and welfare of persons and
property and in order to curb such practices it is necessary
that this ordinance take effect immediately upon its adoption.
If, for any reason, it be judicially determined that this
Ordinance be not effective upon its adoption, the same
shall become effective thirty days after its adoption.
