No City Councilman shall be eligible for appointment as Chief Administrative Officer during the term for which he shall have e~n elected to the City Council, nor shall he be elipibl®,for such appointment for a period of one year after',the expiration of his term. s 2902. To t at end he shall have, and shall exercilse, following powr~;: a) Prepare the budget'a6annually and submit it to the,~Counci l together with a m*ssage describing the i mr p0tant features and be responsible for its administration ten adoption. b) Prepare and submit to t Council as of the end of the fiscal year, a complete report on e finances and administrative activities of the Cit for the preceding year, a c) Prepare and distribute to the' C i ty Council a quarterly report and monthly summary of he financial condition of the City,-advise the city Co cW of--the future needs of the City and make such recommenda ons as he may deem desirable. d) Recommend to the governing body aandard schedule of pay for each appointive office an position in the city service, including minimum, intermediate and maximum rates. 6) Recommend to the governing body(from time to time) adoption of such measures as he may deem necessary or expedient for the health, safety, or welfare of the community or for the improvement of administrative services. f) Attend ail meetings of the City Council unless excused therefrom and take part in the discussion of all matters coming before the Council when requested by the Council. He shall be entitled to notice of all regular and special meetings of the Council. ORD 322ê79wS ×Pð  g) Supervise the purchase of all materials, supplies and equipment for which funds are provided in the budget. h) See that all laws and ordinances are duly enforced. i) Investigate the affairs of the City or y department or division thereof. Investigate ail complaints in relation to matters concerning the administration of the overnment of the City, and in regard to service maintain d by the public utilities in the City, and see that ail fran ises, permits, and privileges granted by the City are faith ully observed. j) Devote his entire time to the di charge of his \~e official duties. k) Keep the members of the City ouncil informed at least once a week of the administrati affairs and happenings of the City. 1) Perform such other duti as may be required by the gouncil, not inconsistent with t State law or the Baldwin P~rk Municipal Code. 290 Appointment of Other C Officers. Compensation and Bon in Requirements. That Sections 2901 through 2906 inclusive of the Baldwin Park Municipal Code being Chapter 9 of Article t thereof, are hereby amended to read, respectively, as follows: CHAPTER 9 OFFICERS MO EMPLOYEES OF THE CITY 2901. The hereinafter designated department heads shall have the power to appoint, suspend and dismiss employees in their respective departments, with the approval of the Chief-Administrative Officers 1) City Engineer 2) Planning Director 3) Building Superintendent 4) Chief of Police 5) Flneime.01 rector 6) City Clerk Permanent Employees who are suspended or dismissed shall have the right of appeal to the City Council in the manner prescribed in the City of Baldwin Park Personnel Rules and Regulations. 2904. Compensation and Bonding Requirements. The City Council shat y reso ut on, est is the amount of compensa- tion for each of the officers designated in Section 2903 and for the Chief Administrative Officer. If it deems appropriate it may require that any, or ail, of the City Officers described in Section 2903 and the Chief Adninistrative Officer, to furnish a faithful performance bond in an amount to be established by the City Council. The premium charges for such bonds shall be a charge against the City. 2905. Council Not t, o Interfere with Am intments or Removals. Neither the Counc lnor any o Its mbers shall direct or r~ equest the appointment of any person to, or his removal from, office by the Chief Administrative Officer or any of his subordinantes, or in any manner take part in the appointment or removal of officers and employees in the administrative service of the City, except as specified in Section 2903 of this Chapter. Except for the purpose of inquiry, the Council and its members shall deal with the administrative service solely through the Chief Administra- tive Officer and neither the Council,nor any member thereof shall give orders to any subordinates of the Thief Administrative Officer, either publicly or privately) ORD 322ê79wS ×Pð  2906. Personnel Rules and Regulations. The City Council may adopt, by resolution, a system of personnel rules and regulations." SECTION 2. That Subparagraph a) of Section 2951 of the Baldwin Park Municipal Code is hereby amended to read as follows: a) Appointment. The Director of Finance shall be appointed in the manner skt forth in Section 2903 hereof." SECTION 3. That Sections 2105, 2907 and 2908 of the Baldwin Park Municipal Code are hereby repealed. SECTION 4. That the City Clerk shall certify to the adoption of this ordinance and cause the same to be posted in the manner pre- scribed by law. PASSED AND APPROVED this 18 day of December 1963.
