HomeMy WebLinkAboutORD 392ORD 392ê79wV ×PëÌ ORDINANCE NO. 392 AN ORDINANCE OF THE CITY COUNCIL OF THE C1TY OF BALDWIN PARK ADDING SECTIONS 2907 AND 2908 TO THE BALDWIN PARK MUNICIPAL CODE, RELATING TO THE CREATION OF A PERSONNEL BOARD THE CITY COUNCIL OF THE CITY OF BALDWIN PARK DOES ORDAIN AS FOLLOWSt SECTION 1. That Sections 2907 and 2908 are hereby added to the Baldwin Park Municipal Code, relating to a personnel board, said Sections shall read, respectively, as follows: 290x1. Personnel Board. a) Creation of. There is hereby created a personnel board for the City o Baldwin Park. Said board shall consist of five members, who shall be appointed as follows: I) Two shall be appointed and thereafter re-appointed by a majority of the total membership of the City CovAc1Ift(2) TWa shall be appointed by a majority vote of members of the Baldwin Park Employeels Association; and 3) A fifth member shall be appointed by the four members so appointed. None of the members of the board shall be officers or employees of the City. Said members shall be appointed for a term of four years each, except for the initial appointees who shall be appointed for staggered terms, to be determined by lot not exceeding four years, so as to provide for continuity of mem- bership in the said board. Members of the board, once appointed, may be removed at any time, with or without cause, by a majority vote of the total membership of the City Council. b) Meetings, The City Clerk shall designate the time and place of 1:9e first meeting of the personnel board. At said meeting, the board shall select one of its members as chairman, and one of its members as vice-chairman. The City Clerk shall act as Secretary to the board, and shall keep and maintain all minutes and other records necessary to the conduct of the boardts meetings and proceedings. The board shall meet at least once per calendar month, at such time as may be convenient to all members of said board. Meetings of the board shall be held in the Council Chamber in the City Hall of the City of Baldwin Park. The board shall establish its own rules for the conduct of its meetings." 2908. Duties of the Personnel Board. The Personnel Board shall per rm e o ow ng u Hess a) Periodic examination of the Personnel Rules and Regulations of the City, and the Board shall make recommenda- tions to the City Council concerning the amendment thereof, as it may deem appropriate; and b) Hear appeals from decisions of department heads and/or the Chief Administrative Office, as set forth in said Personnel Rules and Regulations, relating to disciplinary mattersi and c) Upon direction by the City Council, conduct hearings, and thereafter make recommendations to the Council, concerning salaries, working conditions, and other matters relating to the welfare of the employees of the City; and d) Such other duties as the Council shall, from time to time, require."
