AH ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF BALDWIN PARK AftENOING SECTION
4245 OF THE BALDWIN PARK AXINICIPAL CODE,
RELATING TO POOLROQttS. URGENCY ORDINANCE)
THE CITY COUNCIL OF THE CITY OF BALDWIN PARK DOES ORDAIN AS
FOLLOWS!
SECTION I* That subparagraph W of Section 4243 of the Baldwin
Park Municipal Code Is hereby amended to read as follows:
bl ftlnors. No person under the age of 21 years shall
enter, be, or rereain In, any billiard or pool hall, or in
any bit I lard or pool room In the City, unless such person
is accompanied by his parent or guardian. No person,.
whether as owner, operator, or person In charge of any
pool or billiard roan or hall, shall permit any person
under the age of 21 years to enter, be, or remain In,
any such pool or billiard roore or hall«
SECTION 2« This ordinance Is hereby declared to be an urgency
ordinance and shall take effect iRinedlately upon its adoption* A
statement of facts constituting Its urgency Is as follows:
a) That numerous violations of law have occurred In and
about pool rooms In the City, consttted primarily by liners; and
b) That persons owning and/or residing In proximity to
such pool rooms and halls have complained that they are unable to
enjoy peacable possession of their premises by reason of persons
In and about such pool halls and rooms, such complaints are
primarily related to minors} and
c) That this ordinance Is 1—Mediately required In order to
prevent reoccurrences of such breaches of the peace, by prohibiting
the use of such pool halls and rooms to Ainorsf and
d) That the public Interest and convenience require the
tnmedlate adoption of this ordinance*
SECTION 5, Violations, a ftlsdemeanor* No person shall violate
any provisions, or fall to comply with any of the requirements of
this Ordinance, Any person violating any of the provisions or falling
to comply with any of the mandatory requirements of this Ordinance,
shall be guilty of a misdemeanor. Any person convicted of a misdemeanor
under the provisions of this Ordinance shall be punishable by a fine of
not more than Five Hundred $500*001 Dollars, or by Imprisonment In the
City or6 County Jail for a period not exceeding six 6) months/ or by
both such fine and Imprisonment* Each such person shall be guilty of
a separate offense for each and every day during any portion of which
any violation of any provision of this Ordinance Is conmttted, continued
or permitted by such person and shall be punishable accordingly* tn
lieu of, or In addition to the penalties herelnabove provided, any
condition caused or permitted to exist tn violation of any of the pro-
visions of this Ordinance or any Code adopted hereby shall be deemed
a public nuisance and may be, by the City Attorney upon direction of
the City Council, suroarlly abated as such, and each day such condition
continues shall be regarded as a new and separate offense*
SECTION 4* That the City Clerfe shall certify to the adoption
of this Ordinance and cause the same to be published In the manner
prescribed by law*
