AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF BALDWIN PARK AMENDING THE
ZONING REGULATIONS OF SAID CITY RELATING
TO OUTDOOR ADVERTISING STRUCTURES AMD
DECLARING THIS ORDINANCE TO BE AN
URGENCY ORDINANCE, AND STATING THE FACTS
WHICH CONSTITUTE THE URGENCY HEREOF.
THE CITY COUNCIL OF THE CITY OF BALDWIN PARK DOES ORDAIN
AS FOLLOWS:
SECTION 1. That the City Council of the City of Baldwin
Park does hereby find, determine and declare, as follows:
a) That the present zoning regulations
applicable to outdoor advertising structures
as defined in Section 9825 of the Baldwin Park
Municipal Code, and their application, are not
adequate to protect the integrity of t:ie
existing zoning within the City; and
b) That said regulations appear in-
sufficient to render such uses compatible with
uses surrounding and adjacent properties; and
c) That many applications for outdoor
advertising structures have been received
within the past several weeks; and
d) That the Planning Commission has
heretofore been instructed to promptly study
this question to determine whether special
development standards and/or overlay zone
regulations can be prepared and inserted in
the existing zoning regulations to solve the
problem raised by the numerous properties
proposed for such uses; and
e) That the public convenience,
necessity and interest requires that a
moratorium be declared preventing construction
of new outdoor advertising structures within
this City, for a period of ninety 90) days
from and after the effective date of this
Ordinance, in order to allow sufficient time
for a complete study of the problem.
SECTION 2. That notwithstanding any provision of the
Baldwin Park Municipal Code to the contrary, a moratorium
is hereby declared, for a period of ninety 90) days, from
and after the effective date of this Ordinance, preventing
the acceptance for filing and/or approval of any application
for a permit to allow the construction and maintenance, on
any property in the City, of an outdoor advertising strudtUre;
provided, that this Ordinance shall not be deemed to ptevent
the issuance of any such permit, the application for Which
was filed prior to 8:00 A.M., on February 5, 1970, if such
application shows compliance with all applicable laws,
effective prior to the adoption hereof. This Ordinance is

hereby declared to be an urgency ordinance within the
meaning of Section 65658 of the Government Code, and other
applicable laws, and shall take effect i-iraned lately upon
its adoption. A statement of facts constituting the
urgency hereof is above set forth. This Ordinance shall
expire and be of no further effect upon the ninetieth 90th)
day after the adoption hereof.
SECTION 3. That the City Clerk shall certify the
adoption hereof, and shall cause the same to be published
in the manner prescribed by law.
