AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF BALDWIN PARK AMENDING
CERTAIN OF THE CITY'S ZONING REGU-
LATIONS RELATING TO OUTDOOR
ADVERTISING STRUCTURES.
THE CITY COUNCIL OF THE CITY OF BALDWIN PARK DOES
ORDAIN AS FOLLOWS:
SECTION 1. That Sections 9825 through 9828, inclusive,
of the Baldwin Park Municipal Code are hereby amended,
respectively, to read as follows:
9825. DEFINITIONS. Unless it is
apparent from the context that another
meaning is intended, for the purpose of
this Division, the following words or
phrases shall be defined as follows:
1) Billboard shall mean an Outdoor
Advertising Structure.
2) Building Official shall mean the
officer or person chargecT with the admin-
istration and enforcement of the building
regulations of the City, or his duly
authorized representative.
3) City shall mean the City of
Baldwin Park.
4) Director shall mean the Director
of Planning of the City of Baldwin Park.
5) District shall mean an Outdoor
Advertising District created in the manner
provided for in this Division.
6) Erect shall mean to build, construct,
attach, hang, place, suspend, paint or affix.
7) Highways shall mean roads, streets,
boulevards, lanes, courts, places, commons,
trails, ways or other rights-of-way easements
used for or laid out and intended for the
public passage of vehicles and persons.
8) Sign Area shall mean the total area
of the separate areas of the surfaces of each
sign,
9) Sign Face Area shall mean the area
of a billboard which is designated and used
for the location thereon of advertising copy.
10) Outdoor Advertising District shall
mean an Outdoor Advertising District created
pursuant to the provisions of this Division.

11) Outdoor Advertising Structure shall
mean a sign soliciting public support or
directing public attention to the sale, lease,
hiring or use of any objects, products or
service, which are not produced, sold or other-
wise available on the premises where such sign
is erected and maintained; outdoor advertising
structure shall also mean a sign upon which a
visual message is delivered to members of the
general public concerning candidates for public
offices, and other matters relating to elections
as well as public service announcements,
9826. OUTDOOR ADVERTISING DISTRICTS.
CREATION. Outdoor Advertising Districts shall
be created in the same manner as property is
reclassified from one zone to another within
the City as set forth in Section 9490 et seq.
hereof. When an Outdoor Advertising District
has been so created, it shall be designated
upon the Official Zoning Map of the City as an
overlay zone by adding to the zoning designation
of such property the parenthetically enclosed
9827. REGULATIONS, The following regu-
lations shall constitute the zoning regulations
applicable to all outdoor advertising structures
located, or to be located, within the City:
1) Outdoor Advertising Structures shall
be permitted uses upon any property within the
City which, in addition to its underlying zone
classification, is located in an Outdoor
Advertising District.
2) Yard Areas. No Outdoor Advertising
Structure, where permitted, shall be located
upon any portion of a lot which is included
within a required side or front yard area as
designated by the zoning regulations applicable
to the lot upon which the same is proposed to
be located.
3) Near Street Intersections« No
Outdoor Advertising Structure shall be erected
on any portion of a lot which is within
twenty-five 25f) feet of the right-of-way lines
of a highway intersection.
4) Near Intersections. No Outdoor
Advertising Structure shall be erected at or
near any highway intersection in such a manner
as to obstruct free and clear vision of
pedestrians and vehicular traffic, or at any
other location where, by reason of the position,
shape, color, words, phrases, or symbols, may
interfere with, obstruct the view of, or be
confused with any authorized traffic sign,
signal or device.

5) Lighting. Outdoor Advertising
Structures may be indirectly illuminated
with a white light, but no other type of
lighting shall be permitted.
6) Height. No Outdoor Advertising
Structure shall exceed forty 40') feet in
height measured from the average finished
grade of the lot to the top of the same.
7) Sign Face Area. The sign face
area of any outdoor advertising structure
shall not exceed 600 square feet.
8) Location. No Outdoor Advertising
Structure shall be placed within 300 feet
from another outdoor advertising structure
on the same side of a highway except that
double face, back to back, or V-type advertising
displays shall be exempt from the provisions of
this Section.
9) Public Right-of"Way. No Outdoor
Advertising Structure shall be located in,
over or upon any public property or right-of-
way without the consent of the City Council.
10) Si.gns on Walls, Fences or Roofs.
No Outdoor Advertising Structure shall be
painted or located on any wall, building,
fence or erected upon any roof of a building.
9828. NON-CONFORMING DISPLAYS. Not
withstanding any other provision of this Code
to the contrary, any Outdoor Advertising
Structure which was in existence and lawfully
maintained as of the effective date of this
Division, but which has been rendered non-
conforming as a result of the application of
the provisions hereof, may be maintained, and
shall not be required to be removed for a
period of three 3) years from and after the
effective date of the regulations set forth
in this Division. At the end of said three
year period, such non-conforming Outdoor
Advertising Structures shall be made to con-
form to the requirements hereof, or the same
shall be removed.
SECTION 2. That the City Clerk shall certify the
adoption of this Ordinance and cause the same to be
published in the manner prescribed by law.
