AZC-65 THE CITY COUNCIL OF THE CITY OF BALDWI11 PARK DOES ORDAIN AS FOLLWS: SECTION 1. That Section 9460 of the Baldwin Park inicipal Code is hereby aoended to read as follows: 9460. PRECISE PLAK REVIEW, a) Application to R-3 and C Zones> A precise plan review shall be required prior to the issuance of anv building pewit for any new building or structure or for the alteration of any existing building or structure, if: 1) the building pewit valuation relatinc to such penult exceeds $5,000.00; and 2) the building or structure to which such permit relates is located, or is proposed for location, upon any lot classified in any of the followinn zones within the City: R-3, C-P. C-1. C-2, and C-H. b) Application to K-Zones. A precise plan review shall be reouired for any new use, or asy change in occupancy as defined in the Buildina Code. located or to be located on anv lot classifipd in the H-P., H-1 and 11-2 Zones. c) Application to Architectural Zones. A precise olan review shall be required for any new construction, rfflodelino or exterior painting of building structures or signs upon a lot which is included within a special architectural zone, as referred to in Section 9465.4 hereof. d) Procedure. Whenever a precise plan review is required by this Part, the sane shall be processed in accordance with the provisions hereof." SECTION 2. That Section 9463 of the Balthrin Park ffanicipal Code is hereby amended by adding thereto, the following, as Subparagraph 7): 7) Special Architectural Detail. Miere the lot or lots to which the precise plan review relates, are included within a special architectural zone, referred to in Section 9465.4 hereof, the Director shall be provided with sufficient architectural detail, relatinq to all proposed build- ings and structures, so that it can be deterrrined that all such buildinos and structures will be constructed and thereafter aintained in a Banner consistent with the specified architectural BDtif for such special architectural zone." SECTIOW 3. That Section 9465,3 of the Baldwin Park Mbnicipal Code is hereby amnJal to read as follows: 9465.3 ApplicatilM of Part. SECTION 4. That Section 9465.4 is hereby added to the Baldwin Park Municipal Code to read as follows: 9465.4. SPECIAL ARCHITECTURAL ZONES, a) Specific Plan. Hhenever, as a result of public hearings held by the Plannino CocBrisslon and the City Council pursuant to Sec- tion 9490 et seq. hereof, it is determined that the public interest, convenience and necessity require the creation of a special architectual zone, for a specific area of the City, such zone shall be created and established by ordinance; when so created the sane shall be deemed to be a specific plan within the cleaning of the Planning Law of the State of California. b) Zoning Map, In such case, the zoninn map shall be awnded as to the properties to which such special architectural zone relates, by adding, in parenthesis, following the zoning desionation of such properties upon the official zoning map, the followinp: Arch. Zone Ho. The m«ber to be inserted in such parenthetical desionation, shall be the case ncber of the special architectural zone as desicm- ated by the Director. c) Kptif. Each special architectural zone shall have assioned to it, at the tine of the City Council hearing, an architectural motif for the purpose of this Section architectural theme" shall be a designated thene or motif, such as, Spanish"• Mediterranean", etc.) All buildings and structures shall be constructed or reconstructed in accordance with the designated architectural motif. d) Plan Review. Hien such a special architectural zone has been so created, no building permt for any buildinq or structure shall be issued unless and until a precise plan review, pursuant to the provisions of this Part, of the proposed construction has been conducted. If it is found by the Director that all such construction is designed, in accordance with the designated architectural notif, the plan shall be approved. e) Architectural Coaaittee. The City Council may direct the tor-nation of" an architectural co—trittee for any special archit- ectural zone, consisting of persons owning or occupying Drooerties within such zone whose function shall be to assist the Director in raakinq his detenrination as to whether or not the orooosed buildinn or structure in fact complies with the desionated architectural inotif. Internal neetinos of architectural connittees shall be held at a tine and place to be established by the Director. The cotwittee shall have the authority to reco—nend to the Director aoproval, conditional approval or denial of any buildinn plans submitted for such buildino or structure located within said zone. f) Appeals. The decision of the Director with renard to coopliance of a particular buildinq or structure with such archit- ectural theme shall be subject to an appeal in the tine and oanner set forth in Section 9465 et seq. hereof.
