HomeMy WebLinkAboutORD 651ORD 651̤<žjh£ŸjHÂüORDINANCE NO. 651 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK AMENDING CERTAIN PROVISIONS OF THE BALDWIN PARK MUNICIPAL CODE RELATING TO THE RECREATION AND PARKS COMMISSION. THE CITY COUNCIL OF THE CITY OF BALDWIN PARK DOES ORDAIN AS FOLLOWS: SECTION 1. That Sections 2231 through 2237, inclusive, of the Baldwin Park micipal Code, are hereby amended, respectively, to read as follows: 2231. MEMBERS. The Recreation and Parks Commission of the City shall consist of seven 7) persons, five 5) of whom shall be qualified electors of the City at the time of their appointments, and at all times during their terms, who shall hold Offices 1 through 5, inclusive. The other two 2) members shall hold Offices 6 and 7, and 1) shall be over the age of 16 years, and less than 19 years of age, during their terms of office; and 2) one such member shall be a student at Baldwin Park High School, the other such member shall be a student at Sierra Vista High School, at the time of their respective appointments; and 3) no person shall be appointed to Offices 6 or 7 unless the Principal of his high school has certified to his eligibility for such appointment, which certification shall only be made after an appropriate selection process has been observed, involving as a part thereof, the wishes of the student body of each high school as to appropriate candidates." 2232. TERMS. The term of office for members of the Recreation and Parks Commission shall be, as to Offices 1 through 5, inclusive, for a period of two 2) years; the terms of office for Offices 6 and 7, shall be for a period of one 1) year." 2233. APPOINTMENT. REMOVAL OF RECREATION AND PARKS COMgrsSlONERS. Members of the Recre- ation and I*arks Commission shall be appointed by the Mayor with the approval of the City Council and shall serve at the pleasure of the City Council. A member of the Commission shall con- tinue to serve, notwithstanding expiration of his term, until his successor is duly appointed and qualified." MEETINGS. The Recreation and Parks Commission shall conduct a regular meeting thereof not less than once per month, at 7:30 P.M., on the first Monday of each calendar month. Special and adjourned regular meetings may be held by the Commission in the time and manner provided by law. The Commission shall conduct its regular meeting in the City Council Chambers of the City Hall at 14403 E. Pacific Avenue, Baldwin Park, California." 2235. ABSENCE FROM MEETINGS. If any member of the Recreation and Parks Commission is absent from three 3) successive regular meetings of the Commission, he shall be deemed, for all purposes, to have resigned from said Commission and his office shall be deemed to be vacant. The absence of a member of the Commission from a regular meeting of the Commission due to illness or unavoidable absence from the City shall be deemed to be an excused absence, if such member has advised the Secretary or Chairman of the Commission, not later than the day preceding such regular meeting of the fact of such intended absence." 2236. DUTIES. The Recreation and Parks Commission shall perform the following duties: a) act in an advisory capacity to the City Council in all matters pertaining to parks and public recre- ation, including playgrounds, parks, stables, bridle trails and beautifi- cations; b) act in an advisory capacity to the City Council with respect to the development of recreation in the City, stimulate public interest in recreational programs and cooperate with schools located in the City for summer recreation and swimming pool programs and all other agencies relating to securing and developing an adequate recreational program; c) act in an advisory capacity to the City Council with respect to the acquisition, development and main- tenance of park and recreation facilities in the City; d) exercise such other powers and duties as may be assigned by order of the City Council." 2- BIB] 37950-U01 ORD-U02 651-U02 LI2-U03 FO31548-U03 FO31786-U03 DO31813-U03 C5-U03 ORDINANCES-U03 11/24/2003-U04 ROBIN-U04 ORD 651̤<žjh£ŸjHÂüORDINANCE NO. 651 2237. RECREATION AND PARKS COMMISSION OFFICERS, a) Chairman and Vice Chairman. At the regular meeting of the Recreation and Parks Commission held during the month of July of each calendar year, the Commission shall select one of its members to serve as Chairman and one of its mem- bers to serve as Vice Chairman during the succeeding year. b) Secretary. The City Manager shall provide for secretarial services for the Recreation and Parks Commission, so that the minutes, resolutions and other official documents of the Commission are permanently filed. The City Manager shall designate a qualified person to act as Secretary to the Commission." SECTION 2. That the amendments to the Baldwin Park Municipal Code as contained in this Ordinance are intended, among other things, to alter the terms of offices of the current members of the Recreation and Parks Commission of this City, notwithstanding the provision of Section 2231 of the Baldwin Park Municipal Code as adopted hereby. The adoption of this Ordinance shall constitute a mandate to the Parks and Recreation Commission and the City Council to take the following actions: That the Mayor, with the approval of the City Council, shall reappoint the five 5) present members of the Commission, to Offices 1 through 5, inclusive; the Commission shall determine by lot which three 3) members of the Commission who shall serve for terms of office expiring on June 30, 1974, and which remaining members of the Commission shall serve for terms of office expiring on June 30, 1973. That the three 3) Commissioners who serve for a term expiring on June 30, 1974, shall be deemed to hold Recreation and Park Commission Offices 1, 2 and 3; the remaining two 2) members of the Commission shall be deemed to hold Recreation and Parks Commission Offices 4 and 5, respectively. Offices 6 and 7 shall be filled by youth members as provided In Section 2231 herelnabove." SECTION 3. That the City Clerk shall certify to the adoption of this Ordinance and shall cause the same to be published In the manner prescribed by law. PASSED AND APPROVED this 15th day of November 1972.
