ORDINANCE NO. 686 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK AMENDING THE BALDWIN PARK MUNICIPAL CODE RELATING TO WORKMEN'S COMPENSATION COVERAGE FOR CITY EMPLOYEES THE CITY COUNCIL OF THE CITY OF BALDWIN PARK DOES ORDAIN AS FOLLOWS: SECTION 1. That the City Council of the City of Baldwin Park does hereby find, determine and declare, as follows: a) That the City Council has heretofore con- sidered an indepth staff study, relating to Workmen's Compensation insurance coverage for all officers and employees of the City of Baldwin Park; and b) That as a result of its consideration of said staff study, the City Council has determined that it is in the best interest of the City's employees, and the City, for the said City to become, in effect, self-insured for Workmen's Compensation purposes; and c) That the institution of a self-insurance program for said purposes, will not, in any way, affect the past or future rights of any officer or employee of the City, but the implementation of such program will, in fact, result in substantial savings and a better administered program relating to Workmen's Compensation benefits for all such officers and employees; and d) That the public interest, convenience, and necessity require implementation of such self- insurance program by means of the adoption of this Ordinance. SECTION 2. That Chapter 4.5 is hereby added to Article II of the Baldwin Park Municipal Code, entitled Workmen's Compensation Coverage", consisting of Sections 2450 and 2451, which shall read, respectively as follows: 2450. Administration of Workmen's Compensation Benefits. The City Manager of the City of Baldwin Park is hereby charged with the administration of the City's Workmen's Compensation program, and the Indus- trial Disability Fund, hereinafter fund"). The City Manager shall be empowered to take all steps reasonably necessary to insure the prompt, expeditious, and fair handling and processing of all claims filed by officers and employees of the City with respect to Workmen's Compensation benefits. 2451. SECTION 3. This Ordinance shall become effective as of 12:01 A.M.. July 1, 1974. SECTION 4. That the City Clerk shall certify to the adoption hereof, and cause this Ordinance to be published in the manner prescribed by law. APPROVED and PASSED this 3rd day of July 1974.
