Home My WebLink AboutORD 1154ORD 1154$Í;¢f4§URGENCY ORDINANCE NO. 1154 AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK AMENDING CERTAIN REDEVELOPMENT PROJECT AREA PLANS PURSUANT TO THE PROVISIONS OF ASSEMBLY BILL 1342 THEREBY EXTENDING THE LIFE OF THE REDEVELOPMENT PROJECT PLANS AND EXTINDING THE TIME LIMITATIONS IN WHICH SAID PROJECT AREAS MAY INCUR OR PAY INDEBTEDNESS OF RECEIVE PROPERTY TAXES. WHEREAS, effective January 1, 1999 certain legislation AB 1342) was enacted which authorizes a legislative body to amend a redevelopment plan. which was adopted prior to January 1, 1994 so as to allow the extension of the time period in which a Redevelopment Agency may. pursuant to its redevelopment plan incur indebtedness or receive property taxes; and WHEREAS, the Redevelopment Agency of the City of Baldwin Park the Agency") has six project areas of which five project areas will benefit from the provisions of AB 1342. specifically the San Gabriel River Redevelopment Project, Puente/Merced Redevelopment Project. West Ramona Boulevard Redevelopment Project, Delta Redevelopment Project, and Sierra Vista Redevelopment Project; and WHEREAS, the City Council wishes to amend the redevelopment plans for the five project areas listed above, to extend the time periods consistent with those established under A 1342 as defined below. NOW. THEREFORE, BE IT ORDAINED by the City Council of the City of Baldwin Park, California, as follows: SECTION 1. That the following findings have been made; A. The adoption of this urgency ordinance is essential in order to provide opportunities for the elimination of blight and the creation of jobs and to promote the safe and planned development of the property located within the San Gabriel River Redevelopment Project, Puente/Merced Redevelopment Project, West Ramona Boulevard Redevelopment Project, Delta Redevelopment Project, and Sierra Vista Redevelopment Project. SECTION 2. The City Council hereby amends the duration of the redevelopment plans for its redevelopment project areas as follows: The San Gabriel River Redevelopment Project is hereby extended to the date of December 2. 2016; The Puente/Merced Redevelopment Project is hereby extended to the date of August 16, 2018 for the original project area, and to December 5. 2024 by the amendment adopted December 5, 1984; BIB] 37643-U01 ORD-U02 1154-U02 LI2-U03 FO4263-U03 FO4488-U03 DO9094-U03 C5-U03 ORDINANCES-U03 1/21/2003-U04 ROBIN-U04 ORD 1154$Í;¢f4§Ordinance No. 1154 The West Ramona Boulevard Redevelopment Project is hereby extended to the date of September 6. 2019 for the original project area, and to September 5, 2024 by amendment adopted September 5, 1984; The Delta Redevelopment Project is hereby extended to the Date of December 21, 2023; The Sierra Vista Redevelopment Project is hereby extended to the date of July 2. 2026. SECTION 3. The Agency shall not pay indebtedness or receive property taxes in the form of tax increment beyond an additional ten 10) years from the plan limits set forth in Section 2 of this Ordinance permitted by Section 33333.6(c) of the California Health and Safety Code. SECTION 4. The City Council hereby finds and determines that the adoption of this Ordinance is urgent and necessary to protect the public safety and welfare. Adopted as an Urgency Ordinance, this ordinance shall take effect immediately. SECTION 5. The City Clerk shall certify to the passage and adoption of this Urgency Ordinance, causing it to be posted as required by law, and it shall thereafter in full force and effect.
