A RESOLUTION OF TEE CCTY COUNCIL OF THE CITY OP BALWIN PARK
APPOINTING- A CITY ENFORC®CTT OFFICER, AMD FIXING BE DUTIES
AND PROVIDING FOB APPOINTMENT OF CEPlffIBS.
WHEREAS, the City of Baldwin Park being incorporated, on the 25th
day of January, 1956; and
WHEREAS, the City is without an established police force; and
WHEREAS, it is forseeable that emergencies may arise requiring
an arresting officer.
NOW, THEREFORE, the City Council of the City of Baldwin Park does
hereby RBBOLVE, DETERMINE and OEIXER, as follows:
Section 1, That it is deemed urgent and satisfactory to the City
Council of the City of Baldwin Park that Elmer Cook be empowered to make
arrests under the provisions of the ordinances of Baldwin Park and to enforce
said ordinances and to appoint with the consent of the Mbyor any member of
the City Council or member of the West Covina City Police Force as shall be
necessary to enforce such ordinances and effect arrests and provide for the
incarceration of prisoners under said ordinances.
Section 2. Said officer shall be known as the City Boforcement
Officer, and shall serve at the pleasure of the City Council or until the
appointment of a Chief of Police.
ADOPTED, SIGNED AND APPROVED THIS 26th day of January, 1956.

I, Elmer Cook, City Cleric of the City of Baldwin Park, California,
DO HEREBY CERTIFY that the foregoing resolution was duly adopted by the City
Council of said City and was approved by the Mayor of said City at a regular
meeting of said City Council held on the 26th day of January, 1956, and that
it was so adopted by the following vote:
AYES: Councilmen Bloxbam., Cole, Duskin,
Taylor and Littlejohn.
