A RESOLUTION PURSUANT TO SECTION 6212 OF
THE BALDWIN PARK MUNICIPAL CODE GRANTING
A LICENSE FOR A TERK OF FIVE Y2ARS TO THE
BALDWIN PARK TAXICAB COMPANY.
WHEREAS, a public hearing was held on March $, 19$6 by the City
Council of the City of Baldwin Park on the application of T. W. Colwick
for a license to operate a taxicab business within the City of Baldwin Park;
and
WHEREAS, evidence, written and oral, was received in the mattery
and
WHEREAS, the Council finds that there is a public need and necessity
for taxicab service within the City of Baldwin Park.
NOW, THEREFORE, BE IT RESOLVED, DETERMINED AND ORDERED AS FOLLOWS:

Section 1. The City Council of the City of Baldwin Park finds
that due notice was given of the hearing on the application of T. W. Colwick
for the operation of a taxicab business within the City of Baldwin Park;
that there was no opposition, written or oral, to the granting of this ap-
plication^ that there is a public need and necessity justifying the opera-
tion of taxicabs by the applicant within the City of Baldwin Park, that
the applicant has filed proper insurance; that the design of the applicant
is distinctive and will not deceive the public, that the proposed rates of
the applicant are not excessive and will yield a fair return to the operator;
that the applicant, T. W. Colwick, is a fit and proper person to have a taxi-
cab operator's license.
Section 2, That the City Clerk shall issue a license to the appli-
cant, T» W» Colwick, for the operation of a taxicab business within the bound-
aries of the City of Baldwin Park upon the following conditions;
a) Said license shall be for a term of five $) years.
b) Said license shall be subject to cancellation in the event
the applicant shall fail to serve the public need and necessity for taxicab
service within the City of Baldwin Park or that the operation of a taxicab
service within the City of Baldwin Park by the applicant shall impair the
public health, safety or general welfare. Such cancellation shall be only
after the applicant shall have been informed in writing in what manner he
shall have failed to serve the public need and necessity or in what manner
his operation shall have impaired the public health, safety or general wel-
fare, The applicant shall be given a reasonable opportunity to be heard
upon the question of such cancellation.
c) Applicant shalluse the following designation upon his taxi-
cabs, to wit, they shall be all yellow in color and have designated clearly
the najne Baldwin Park Taxi", together with the address and telephone number
of the operator,
d) Applicant shall charge the following rates;
1) Fifty Cents per mile;
2) Fifteen Cents 1$$1) per box of grocery delivery;
3) Not less than One Dollar $1,00) per passenger
trip during the hours from 2:00 o'clock A.K» to
6:00 o^lock A.M.;
10 Waiting time shall be at the rate of Three Dollars

Z P I Õ8A schedule of rates, together with a map showing the areas served
for the various rates, shall be displayed in a conspicuous place in view of
the passengers in the passenger compartment,
e) The nane of each driver shall be given to the Chief of Police
of Baldwin Park within ten 10) days of the date of employment, the operator
shall not knowingly employ, directly or indirectly in connection with the
taxicab operation, a person with a criminal record as a sex offender^ each
driver shall have an identification card suitable to be carried in a wallet
and such identification card shall state the name of the driver, his physical
description, contain his photograph, and shall be signed by both the Chief of
Police and by the driver.
f) The operator shall maintain a written log of trips or calls
made by each driver and the said log shall show the date, time, number of
passengers, place of pick-up and point of discharge, the amount of fare col-
lected, and the name of the driver* The log shall be available for a period
of not less than six 6) months for inspection by the Chief of Police.
g) The operator shall pay to the City of Baldwin Park, a license
fee as follows: See Sections 6202, 6203 and 620k of the Baldwin Park Muni-
cipal Code).
6202, License Required. J&very taxicab operator shall procure a
license and pay a fee of $U8.00 per annum, or fraction thereof, plus $12•00
per annum, or fraction thereof, for each taxicab in excess of four 10«

6203« In addition to the license fee provided by Section 6202
and as part of said fee, the applicant shall pay quarterly a charge of three-
fourths of one percent 75^) upon his gross taxicab business conducted in
whole or in part within the City of Baldwin Park* Said charge of three-fourths
of one per cent 7$ %} is due and payable quarterly, as shown below:
1st Quarter ends March 31j due March 31, and delinquent April 30.
2nd Quarter ends June 30, due June 30, and delinquent July 31»
3rd Quarter ends September 30, due September 30, and delinquent
October 31.
Uth Quarter ends December 31^ due December 31y and delinquent
January 31»

620k* Said charge of three-fourths of one per cent 75%) shall
be self-assessed by the taxicab operator. As a condition of the said license
the City Clerk shall be empowered to audit the books and records of the
licensee to ascertain that the proper amount of the charge has been assessed
and paid. Added Ord. #6y 2-10-$6).
Section 3. It is found by the City Council of the City of Baldwin
Park that for the public health, safety and general welfare that the manner
of operation of taxicabs and the number of operators of taxicabs within the
City of Baldwin Park shall be regulated. The facts constituting the need
for such regulation are that the public is dependent upon taxicab operation
for transportation^ that to allow unrestricted operation of taxicabs would
subject the public to excessive rate charges, irresponsible or dangerous
persons being employed as drivers^ intermittent and unreliable service; and
deception of the public as to person or persons furnishing them taxicab serv-
ice* That, therefore, the City Council finds that the City Clerk shall issue
