A RESOLUTION OF THE CITY COUNCIL OF TILC CITY OF BALDWIN PAEK
GRAFTING A CONDITIONAL CHANGi; OF ZONE A;® J3TABLISHXNG THE
CONDITIONS UPCII WHICH C-l USES MAY BE PjIRMITTED.
VJHEREAS, the City Council of the City of Balkan Park, did on
the If-th day of September, 19^6 hear Zoning Case No. U7, Zone Change from
R-l and R-2 to C-l, James B. Paris et al, and
WH3REAS, the City Council desires to permit C-l uses Bithin
certain R—L and R-2 zone areas, subgect to various conditions;

follows:
Section 1. The City Council of the City of Baldwin Park hereby
finds 11 at 5
&. Due notice of Public Hearing in Zoning Case No. U7, James
B. Paris et al, for September hy 1956, at 8:00 ot clock P.M., was given.
b. That the Planning Commicsion o? the City of Baler7:'n 1-ark had
on the 23rd day of July, 19^6, recommended conditional approval pursuant
to their Resolution No, 60.
c. That the legal description of the property is:
All that property in the County of Los Angeles, State of California,
bounded and described as follows:
Beginning at the most northerly corner of Lot 3 Tract No. $U77 as per
map recorded in Book 9 Page 2 of Maps in the office of the County
Recorder of Los Angeles County, State of California; thence southwesterly
in a direct line. to the most westerly corner of said Lot 3; thence north-
westerly in a direct line to the most northerly corner of Lot 32 of said
Tract No. $U77; thence southwesterly in a direct line to the most westerly
corner of Lot 32; thence southeasterly in a direct line to the most southerly
cornerof said Lot 32; thence southeasterly in a directline to the most
westerly corner of Lot 7 of said Tract No. 5U77'; thence southeasterly in
a direct line to the most southerly corner of said Lot 7; thence north-

line to the most westerly corner of said last mentioned Lot 3; thence south-

d« That after consideration of the evidence both oral and written,
favoring and opposing the requested change, the City Council finds in re:
the requested change to C-l uses as follows;
1» That the requested change woulc^ not adversely affect the
comprehensive Zoning Plan of the City of Baldwin Park.
2, That the requested change would be materially detrimental
to the public welfare unless the proposed C-l uses are made subject to
the following conditions, and
3. That the requested change vould be materially detrimental to
the property of other persons located in the vicinity unlsss the proposed
C&l uses are made subject to the following conditions;
a) The Change of Zone and uses shall apply to various parcels
of property located within the area described in sub-section c" above*
b) Curb and gutter should be installed according to City spec-
ifications upon the subject parcels of property wherein the change to C-l
uses is granted rhere no curb or gutter exist,
c) Upon installation of curb and gutter the existing pave-
ment shall be hooked up to said curb and gutter in conformity with City
specifications for like streets as determined by tlie City Engineer,
d) Sidewalks shall be installed upon all frontages w^'ere
sidewalks do not exist. Location of said sidewalks shall be determined
by the City Engineer to afford the greatest possible Safety for pedestrians,
e) That prior to and as a condition precedent to the granting
of this Zone Change., formal proceedings to establish a Special Assessment
District, pursuant to the Statutes of the State of California, shall have
been instigated by a majority of the owners of parcels in good faith or
the installation of sewers and the connection of said sewers to the main
trunk line for all of the parcels within the area for which application
for Zone Change has been made,
f) That all parcels within the area, if and when they shall be
used for C-l purposes,'shall be subject to all of the regulations and re-
strictions of C-l uses,
Section 2, Subject to the cond lions of Section 1, d, 3, a), b), c),
d), e), f) above, the City Council determines to grant a Change of Zone
frum R-l and R-2 to C-l uses to the following described property, to wit:
