A RESOLUTION OF HIE CITY COUNCIL OF THE CITY
OF BALDWIN PARK ESTABLISHING A PAY SCALE AND
CONDITIONS OF EMPLOYMENT FOR EMPLOYEES
SPECIFICALLY MENTIONED.
WHEREAS, the City Council desires to modify the salary scale of
City employees established by Resolutions Nos. 11, 16, 23 and 34; and
MIEREAS, the City Council desires to enlarge the position and
qualifications of classified City employees;
NOW, THEREFORE, BE IT RESOLVED, DETERMINED AND ORDERED as follows;
SECTION 1, Effective January 16, 1957, the salary scale of the
personnel of the City of Baldwin Park specifically mentioned below, shall be
as follows;

Z P J d8SECTION 2, Promotions will normally be made from step to step
at the end of the period specified in Section 1 above, providing the head
of the department shall certify that the employee's service has bean satis-
factory or better during the previous gradation period, and provided further
that all advancements shall be subjecr to the final approval of the City
Council before becoming effective.
SECTION 3, All employees of the City of Baldwin Park shall be
United States citizens, and no monies may be paid to an employee unless ho or
she is a citizen, except in the event of emergency or the employment of a
specialist or the employment of an expert.
SECTION 4. All workmen employed on public works, exclusive of
maintenance work, shall be paid the general prevailing rate of per dien wages
for work of a similar character in the locality of Baldwin Park.
SECTION 5. The work week shall be forty 40) hours per week.
Eight 8) hours of labor shall constitute a days1 work, and no one1 sl'aJl labor
more than eight hours duiiug one calendar day, except in cases of extraordinary
emergency. No person shall work more than six 6) days in seven, except in
an emergency. A1J overtime of workmen employed on public works, exclusive
of maintenance work, shall be paid the general prevailing rate or per diem^
wages for worl< of a similar character in the locality of Baldwin Park; except
all employees, other than workmen employed un public works, shall be compensa-
ted for their overt-line at straight tine for week days, and time and one-half
for Sundays and holidays, Saturday afternoons included as Holidays),
SECTION 6. Each permanent employee shall be entitled to sick
leave at the rate of one 1) day per full calendar month worked, and said
sick leave shall be with pay. Sick leave may be accumulated for not to exceed
a period of twenty-four 24) working days. All sick leave shall be certified
to by the department head of the employee, and when a period of three or more
consecutive days of sick leave are taken by an employee, then a written state-
raent signed by an O.D, or M.D. shall be presented to the departnent head oF the
employee, and the department head shall attach such statCiiiert to the payroll.
Temporary employees shall not receive annual or sick leave,
SECTION 7. Each permanent employee shall be entitled to annual
leave of Ten 1C) working days or fifteen 15) calendar days) with pay» after
said employee sha-31 nave been a permanent employee for a continuous period of
six months. Annual leave shall not be accunulalive.
SECTION S. All temporary enployees shaU be paid on an hourly
basis and rate i-or actual time worked. Such rates shall not exceed the follow-
ing;
6.00 per hour for registered Engineer or other professional
occupation of related degree?
$1.50 per hour for Clerk-stenographer;
$1,35 per hour for Clerk-typist;
$1.5C per hour for Maintenance man or janitor;
SECTION 9, Enployees shall be pa^d twice nonthly; pawents to be
made on or as soon after the l^t and 15th as is practicable; in no event shall
payment be made later than ten 10) days after the due date.
SECTION 1C. Any enployee usinj his/her private automobile on
official business for the City shalJ be reimbursed at the rate of 7c per mile,
under such regulations as the City Administrator may prescribe. No such expense
