RESOLUTION NO. 5"-
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF BALDWIN PARK COMMENDING
SGT. R. A. MILEY AND OFFICERS J. P.
SMITH AND THEODORE ISKENDERIAN FOR
BRAVERY IN THE LINE OF DUTY
On August 8, 1958, Sgt. R. A. Miley and Officers J. P.
Smith and Theodore Iskenderian of the Baldwin Park Police Department
were called to investigate a family disturbance at 4019 Puente, in
the City of Baldwin Park, The disturbance was caused by Willard J.
Quinn who was armed with a 12 guage shot gun, which he threatened
to use if the officers did not leave his property. In the face
of this threat, Sgt. Miley and Officer Smith approached Quinn.
As they did so, Quinn raised his gun and pointed it at all three
officers as if to shoot. Without hesitating, Sgt. Miley and Officer
Smith continued to advance toward Quinn. Sensing that Quinn was
about to shoot, Sgt. Miley lunged at him, seized the shot gun, and
while doing so received a hard blow to the mouth. With the aid of
Officer Smith, Quinn was disarmed and placed under arrest.
Although these officers acted in the line of duty and the
incident is typical of many in the life of a police officer, it is
worthy of note that duty in this instance was performed with the
highest degree of fearlessness, efficiency, coordination and dispatch
and with complete disregard for the personal safety of the participat-
ing officers. By handling the situation with apt concern for Quinn,
his family and spectators, any one of whom might have been injured
or killed had shots been fired, Sgt. Miley and Officers Smith and
Iskenderian deserve the tribute of the citizens of the City of Baldwin
Park.
Therefore, the City Council of the City of Baldwin Park does
hereby resolve:
That Sgt. R. A. Miley, Officer J. P. Smith, and Officer
Theodore Iskenderian be, and they hereby are, highly coxanended for
their excellent handling of a most difficult situation;
That the City is deeply grateful to them for their devotion
to duty;

and maintaining a police force of such high caliber;
That the City Clerk shall transmit certified copies of
this resolution to the Chief of Police and to each of the officers
concerned.
PASSED AND ADOPTED this 18th day of August, 1958.
