A RESOLUTION OF ffiE CITY OF BALDWIN PARK
URGING FAVORABLE CONSIDERATION OF THE i
REVISED DISTRIBUTION GF STATE GAS TAX FUNDS
UNDER THE MAYO-BREED FORMULA.
WHEREAS, the County of Los Angeles and the unincorporated
Cities within its boundaries are rightfully concerned over the huge
deficiency in the street and highway program of Southern California;
and
WHEREAS, the distribution of the State Gas Tax Funds is
currently on a 55% h5% basis with the northern counties receiving
h5% of all money expended for construction of State Highways; and
WHEREAS, the thirteen 13) Southern California Counties
contributed approximately sixty-three 63^) of the Stated gas tax
revenue, and under the present formula receive only 55% of State
Highway expenditures; and
WHEREAS, under a 60-^0 basis the Southern California Counties
would receive approximately sixteen million more than has been rec-
eived during the three 3) year period ending June 30, 1956; and
WHEREAS, the Federal Highway program funds will also be dis-
tributed according to the Mayo-Breed formula; and
WHEREAS, the highway deficiency in Southern California makes
it imperative that all road construction funds be distributed on the
basis of equity and need,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Baldwin Park that:
Section 1, The proposed amendment to the Mayo-Breed formula
be adopted during the next session of the legislature to provide for
a more realistic redistribution of State Gas Tax Funds to the res-
pective Counties of the State.
Section 2. The distribution factor be altered to provide a
minimum of W% redistribution to the thirteen 13) Southern California
Counties as an equitable and fair basis<
Section 3. A copy of this resolution shall be forwarded to
every Los Angeles County Assemblyman, our State Senator, and the
Los Angeles County Board of Supervisors.
