HomeMy WebLinkAbout1959 056 CC RESO1959 056 CC RESOxJØQRESOLUTION NO. 59-56 RESOLUTION OF THE CITY COUNCIL OF THE CITy OF BALDWIN PARK REGARDING TAXA- TION BY THE COUNTY OF LOS ANGELES. WHEREAS, Mayor Walter C. Hendrix of the City of Duarte, California, has initiated a similar resolution con- cerning taxation by the County of Los Angeles; and WHEREAS, the City Council of the City of Duarfce has resolved to protest the Inequities of the overall County taxation program; and WHEREAS, the City Councils of the Cities of San Gabriel and Alhambra have also passed a resolution express- ing their opinion that the present County tax rate contains inequities and Imposes an unreasonable burden on taxpayers residing within municipalities located within the County, NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Baldwin Park as follows: Section 1. That the proposed Increase in the County tax rate of 16-1/2 cents, or any increase in the County tax rate is inequitable and unjust as to those taxpayers who re- side within the City limits of the City of Baldwin Park for the reason that the services to be provided and paid for by means of such Increase in large part do not benefit, directly or Indirectly, residents of Incorporated areas but Instead are for the benefit of persons residing in unincorporated areas for whom the County provides services equivalent to those which are provided to residents of incorporated areas by the respective municipalities involved. That the City Council of the City of Baldwin Park therefore respectfully requests that the Board of Supervisors provide to each and every one of the munici- palities situated within the County an accounting of the County taxes collected from within the respective municipali- ties and a breakdown of the services provided by the County and the cost thereof which benefit the taxpayers of each respective community, Section 2. That the City Council of the City of Baldwin Park respectfully requests said County of Los Angeles to furnish and publish in at least two major daily newspapers a breakdown of the proportionate share of the County tax rate which is allocated from the County General Fund to sup- port the various departments, such as Bureau of Charities, County Sheriff, County Courts, Administrative Section, or general government and other like departments. Section 3, In addition to the aforementioned breakdown of the County tax rate, it is also requested that the cities be individually named, which lie within the County of Los Angeles, and that the services rendered to the citi- zens be enumerated as a further breakdown of the $1.97 County General Fund rate, Section 4. It appearing to this City Council that an unreasonable portion of the County taxes is being imposed upon the residents of the various municipalities within the County to pay for services which benefit only unincorporated areas and those areas which are contracting with the County to provide what are normally municipal services.
