POLICY FOR PAV^iLLNT hOCL-UPS.
vH^cuAS, bhc City of Baldirin Par.- is generally in
need of curbs, gutters, sidewalks and pavement hook-up
throughout the Gifcy; and
i.L,.R^A3, the City docs not have sufficient funds to
undertake this project in ite entirety at City expense^ and
Vffi.PLZAS, the City Council desires to establish a
policy as a guide for municipal expenditure and a stimulus for
private participation in such program^
NOW, THbP^FOF^, the City Council f the City of
2aldx;in Park docs resolve as folJo-'c:
action 1. The City will install pavement hoo-<-up
at municipal expense, as funds become available, ir- front of
properties zoned for residential use where the property owner has
already installed curbs, gutters and sidewalks, riowcvcr, pave-
ment hook-up will not be undertaken at municipal expense unless
the property Is used solely for single family or multiple family
dwelling purposes. This is intcndea to exclude rest nomcs,
boarding homes and other or similar uses that may be in a
residential zone.
Section 2. All other pavement hook-up will be in-
stalled at the expense of the property owner,
Section 3< It is believed that this policy will
result in the greatest benefit to the City as a whole since
strcfLs in residential areas are lively to experience greater
use and tbc incentive to residential property owners to have
the street paved at municipal expense will stimulate such
owners to install curbs, gutters and sidc^jal.,s much sooner
than would otherwise be- the case.

Section $. The policy herein declared shall not apply
to subdivisions, nor is it intended that any property owner who
installs carts, gutters and sidewalks pursuant hereto shall have
any recourse against bhc City at law.
