Any employee working less than a full pay period shall receive compensation at the hourly equivalent rate of his current schedule and step. C, Step A" of the foregoing schedule represents the entry level starting step for the classification. Employees shall be advanced to Step B" after completion of six 6) months satisfactory service in Step A" D. Steps B", C", D" and E" shall each represent one yea^s satisfactory service in said classification; provided, however, that Advance- ment to the next higher step shall be based solely on merit. All such advancements are made on the basis of a written recommendation of the Department Head and subject to the final approval of the Chief Adminis- trative Officer. E. Any employee who is reclassified upward or promoted shall be advanced to the next higher pay level. An employee who is reclassified downward shall be placed at a pay level equivalent to his existing level of pay. F. Employee anniversary dates shall be established on the 1st and l5th days of the month for all entry steps, step increases and reclassi" fications or promotions. Actual starting dates as indicated above shall be made anniversary dates by determining the minimum day difference be- tween the 1st or l5th day of the entry month. If the difference is equal, the new anniversary shall be computed to the advantage of the employee. SECTION 5. PAY PERIODS AND METHOD OF PAYMENT. Two pay periods are established in every month. Period one shall be from the 1st through the l$th of the month, and period two shall be from the l6th through the last day of the month. Wages and sal ries shall be paid on the $th day of every month for period two and on the 20th day of every month for period one. When City offices are closed on the *?th or 20th day of any month, payment for services shall be made on the pre- ceding date on which City offices are open. All salaries and compensation due officers or employees shall be City warrants drawn against funds on deposit in a local bank. COHDIIIOMS F EUPLOIMENT A* Working Hours Eight 6) hours exclusive of lunch periods, shall constitute a day's work for all employees. The official work day of all employees, except those required to work unusual hours or shifts, shall be between the hours of 8:00 A.M, and 5:00 P.M. All other hours shall be subject to the approval of the Chief Administrative Officer^ B* Work Week. The official work week shall be five 5) working days of eight W Hours each. It shall be the duty of each Department Head to arrange the work of his department so each employee shall work not more than five 5) days a week, except a Department Head may require any employee in his department to temporarily perform service in excess of five 5) days per week when public necessity so requires. C. Overtime Payments and Compensatory Time, Any employee required to work overtime hours or on a holiday shall r?S?ive compensatory time off with the following exceptions: 1) Members of the Street Department and Custodial personnel shall be compensated at time and one- half for all tine worked in excess 6f forty UO) hours per week. 2) Police Officers required to perform official duties after their regular shift of employment or on their regular day off shall receive overtime payments at the hourly rate established for the position. Ihe overtime payments contemplated shall be kept at an absolute minimum. 3) Overtime or compensatory time shall not be granted to the Chief Administrative Officer and all Department Heads, for hours worked in excess of forty 1^0) hours per week. It is contemplated that those officials shall devote of their time and ability as is necessary in the performance of their duties. U) All overtime payments and compensatory time off requests shall be in writing and subject to final approval of the Chief Administrative Officer, D. Mileage Allowance. Every officer or employee required to use a private automobilein the discharge of his duties shall be entitled to receive compensation for mileage traveled at such rafca as may be prescrib- ed by resolution of the City Council, Uiere no rate is prescribed, the rate of seven 7) cents per mile shall be paid therefor. All personnel 1*10 request compensation at the rate of seven 7) cents per mile shall report their mileage on forms to be furnished by the Finance Officer, Such mileage shall be subject to the Finance Officer's approval before payment is made thereon. E. Vacation Leave. 1) All full time employees shall be entitled to one 1) work day vacation for each full calendar month of service, but no vacation can be taken until the employee has worked for the City continuously for six months. 2) Total vacation leave shall be computed to the nearest whole day, based on the number of full months of City service and other provisions of this resolution. When a legal municipal holiday falls within a vacation leave period such day or days shall not be charged as vacation leave. U) Department Heads shall schedule all vacatiohs with due regard for the wishes of the employee and particular regard for the needs of Set-vice* The full vacation leave shall be at one time howeven The Chief Administrative Officer, under appropriate circumstances,, may permit a modification of this requirement, if so requested or the needs of the service require* F, Sick Leave. 1) Pull-time employees shall accumulate sick leave at the rate of one 1) work day for each calendar month of service. Eligibility to use accumulated sick leave benefits shall begin after completion of six 6) months full time service for the City. 2) Unused sick leave may be accumulated to a total of sixty 60) work days. Absence for illness may not be charged to sick leave not already accumulated. Unused sick leave shall not be considered in calculat- ing severance pay, 3) Sick leave shall be allowed only in case of necessity and actual sickness or disability of the employee as determined by the City Administrator. In order to receive sick leave with pay the employee shall notify his Department Head prior to or within four U) hours after the time set for beginning his daily duties. Upon his return from an absence of one 1) day or more, the employee shall file with the Department Head a physician's certificate or a personal affidavit stating the cause of absence. k) When circumstances are such and the City Administrator determines that conditions warrant, an absence may be charged to sick leave in the event of serious illness or death to members of the immediate family of a full-time employee, idiich absence shall not exceed 3) working days in any one year, G» On Pie Job Injuries. Whenever any person is compelled to be absent from hie employment with the City on account of injury arising out of and in the course of his employment as determined by the Workman's Compensation Act, he may elect to apply prorated accrued sick leave, if any to such absence and to receive compensation therefor in an amount equal to the difference between the compensation received by him under the Workman's Compensation Act and his regular City pay, not to exceed the amount of his earned sick leave. An employee in such instance, may also elect to we any earned vacation time and equivalent time off for over- time in like manner after his sick leave is exhausted. Municipal offices shall be closed on the following legal holidays; New Year's Day, Washington's Birthday, Memorial Day, Independence Day, Admission Day, Labor Day, Veteran's Day, Christmas, Good Friday from 12:00 noon to 3;00 P.M., thanksgiving Day, and every day appointed by the President and Governor for a public fast, thanksgiving or holiday; provided, however, members of the Baldwin Park Police Department whose hows do not permit observance of the stated holidays, shall receive for such holiday or holidays worked, an extra day's pay for each such holiday at his regular rate 5 such police officers subject to the provisions of this section shall receive extra holiday pay for each day that the general City offices are closed in observance of such holiday. Said officers shall be entitled to holiday pay even though the holiday may fall on the regular day off of the subject officer. Should the holiday fall on Sunday then the following Monday shall be a holiday. Attendance. Full-time employees shall be in attendance at their work in accordance with the rules regarding hours of work, holidays and leaves. All departments shall keep attendance records of all employees. Failure on the part of an employee absent without leave for more than eight 8) work hours, shall be cause for discharge. J. Emplo^Tnent Termination, Employees may be discharged by the appointed authority for violations of accepted rules of conduct. It 5.8 expected that an employee resigning from the City will give at least two weeks* written notice. K. Leave of Absence. Leave of absence without pay may be granted by the appointing authority for a period not to exceed ten 10) work days. Leave of absence without pay in excess of ten 10) work days shall not be granted without the express consent of the City Council. L. Clothing Reimbursement, In the event that any employee of the Police Department w the City closes or damages personal clothing or property in the discharge of his employment and in the line of duty, the police personnel may receive such an amount of money as will compensate him for the loss or damage, upon receipt of a recommendation from the Chief of Police and approved by the Chief Administrative Officer. SECTION 7. Nothing contained in this resolution shall be con- strued as guaranteeing to any employee or official of the City any vested interest in any salary or position. Furthermore, nothing contained here- in is intended to prevent the City from terminating the employment of any employee or officer of the City at any time. This resolution may be changed or modified at any tine by the City. SECTION 8. Resolution No. 58-6$, adopted June 30, 1958, and all resolutions, or portions thereof, that are in conflict with the pro- visions of this resolution are hereby repealed.
