Z P H 8RESOLUTION NO. 59-135
A RESOLUTION OF THE CITY COUNCIL
DENYING EXCEPTION TO A. P. AND L. A.
OWEN IN CASE ZE-30.
WHEREAS, Aloyslus P, and Lorralne A. Owen own a
two-family residence on R-2 property at 3822 North Bald-
win Park Boulevard, in the City of Baldwin Park, and
WHEREAS, application was made for a zone exception
to add two additional dwelling units to said residence,
and
WHEREAS, the Planning Commission duly held a pub-
lic hearing thereon and recommended that said zone ex-
ception be denied, and
WHEREAS, the City Council duly held a public hearing
thereon,
NOW, THEREFORE, the City Council of the City of
Baldwin Park does resolve as follows:
Section 1. That the zone exception requested by
Aloyslus P. and Lorraine A. Owen in Case ZE-30 is not
necessary fox* the preservation of a substantial property
right of the owners and would be materially detrimental
to the public welfare and to the property of other per-
sons located in the vicinity.
Section 2, That said zone exception is denied.
ADOPTED by the City Council, signed by the Mayor,
and attested by the City Clerk this____2lst______day

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF BALCWIN PARK OPPOSING ENACTMENT OF
A PROPOSED COUNTY ORDINANCE REGULATING THE
CONSTRUCTION, EXTENSION, ALTERATION AND USE
OF WATER SYSTEMS IN THE COUNTY OF LOS ANGELES.
WHEREAS, an ordinance is being proposed regulating the
construction, extension, alteration, and use of Water Systems in
the County of Los Angeles, and
WHEREAS, the California Health and Safety Code requires
any public utility, municipality, or other public body or institution
furnishing or supplying water to a user for domestic purposes from
any source of water supply to obtain a permit to do so, and
WHEREAS, the California Health and Safety Code requires
compliance with the Standards of Minimum Requirements for Safe
Practice in the Production and Delivery of Water for Domestic Use"
adopted by the California Section of the American Water Works
Association on October 29, 1948, and
WHEREAS, General Order No. 105 of the California Public
Utilities Commission established Rules governing water services in-
cluding minimum standards for design and construction for utilities
under its Jurisdiction, and
WHEREAS, the Los Angeles County Road Department requires
application for permit to excavate for and install pipes in the
public streets, and
WHEREAS, the ordinance proposed will produce serious
inequities and potential complications and delays in clearing plans
and installations under strict enforcement procedure with resultant
hardships and increased costs to utilities, water users, and general
taxpayers.
NOW, THEREFORE BE IT RESOLVED that the City Council of the
City of Baldwin Park opposes any ordinance regulating the construction,
extension, alteration and use of water systems in the County of
Los Angeles.
