A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF BALDWIN PARK
COMMENDING JAMES FRANKS FOR
BRAVERY.
WHEREAS, on May 25, 1960, James Franks of 4870 Anniston
Street was delivering his Wednesday morning papers when he observed
smoke billowing from the home of Mrs. Genevieve Rowan of 4842
Elizabeth Street, and
WHEREAS, without hesitating, James Franks ran around the
small house and on entering the front door, he saw Mrs. Rowan, a
victim of arthritis, leaning over her flaming bed. James carried
Mrs. Rowan out of her house to the front lawn and covered her with
a blanket, and
WHEREAS, James Franks re-entered the house with a garden
hose and extinguished the flames and then ran across the street and
asked a neighbor to call the Fire Department, and
WHEREAS, James Franks acted with the highest degree of
efficiency, coordination and dispatch and with complete disregard for
his own personal safety, and
WHEREAS, by his prompt action, James Franks saved the life
of Mrs. Genevieve Rowan and deserves the gratitude and commendation of
the citizens of the City of Baldwin Park;
NOW, THEREFORE, the City Council of the City of Baldwin Park
DOES HEREBY RESOLVE:
That James Franks is hereby highly commended for his prompt
action in saving the life of Mrs. Genevieve Rowan, a Citizen of Baldwin
Park.
BE IT FURTHER RESOLVED that James Franks be given a copy of
this Resolution as a token of the City's recognition and appreciation
of his heroic action.
PASSED and ADOPTED this 6th day of June, 1960.
