Recommendation: Waive further reading, read by title only, and adopt Resolution No.
2000-76 entitled. A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF BALDWIN PARK ALLOWING CLAIMS AND DEMANDS
AGAINST THE CITY OF BALDWIN PARK". Councilman William Bill"

Recommendation: Receive and file.
D. AMENDMENT NO. 6 TO JOINT POWERS AGREEMENT FOOTHILL TRANSIT
Recommendation: Approve Amendment No. 6 to the Joint Exercise of Powers Agreement
with Foothill Transit whereby acknowledging the changes of all
references made on the agreements from Foothill Transit Zone or the
Zone to Foothill Transit".
E. PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE AND SOLICIT BIDS
AND TO MODIFY THE EXISTING TRAFFIC SIGNAL AT RAMONA BOULEVARD AND
MERGED AVENUE; AND REQUEST AUTHORIZATION TO REMOVE AND REPLACE TWO
TRAFFIC SIGNAL CONTROLLER CABINETS AT BALDWIN PARK BOULEVARD AND OLIVE
STREET AND AT RAMONA BOULEVARD AND PUENTE AVENUE, CIP 851
Recommendation: Approve the plans and specifications and authorize staff to advertise and
solicit bids in connection with CIP 851.
F. AWARD OF CONTRACT FOR 1999-2000 CDBG STREET IMPROVEMENT PROJECT, CIP
862
Recommendation: Award contract to Gentry Brothers, Inc.. in the amount of $276,280 for
the CDBG Street Improvement Project of various streets within the City,
CIP, 862; and authorize the Mayor to execute the agreement; and
authorize the Interim Director of Public Works to execute change orders
necessary during the course of construction in an amount not to exceed
seven 7%) of the original contract amount.

A. PERSONNEL COMMISSION APPOINTMENTS AND/OR REAPPOINTMENTS Confd from 7/12/00)
Recommendation: Accept nominations and upon selection of Commissioners; extend terms
of office for Office Nos. 1 and 2 to June 30, 2004; and waive further
reading and adopt Resolution No. 2000-67 entitled, A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK AMENDING
RESOLUTION NO. 98-99 RELATING TO THE APPOINTMENT OF
MEMBERS TO THE PERSONNEL COMMISSION".
B. PLANNING COMMISSION APPOINTMENTS AND/OR REAPPOINTMENTS Confd from 7/12/00)
Recommendation: Accept nominations and upon selection of Commissioners, waive further
reading and adopt Resolution No. 2000-69 entitled, A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK AMENDING
RESOLUTION NO. 2000-20 RELATING TO THE APPOINTMENT OF
MEMBERS TO THE PLANNING COMMISSION".
C. DESIGNATION OF VOTING DELEGATE FOR LEAGUE ANNUAL CONFERENCE
Recommendation: City Council to designate a voting delegate and an alternate to represent
the City at the League of California Cities Conference in September,
2000.
D. SUPPORT OF SENATE BILL 1491
Recommendation: Council to vote in support of Senate Bill 1491. which if approved, will
authorize a pilot project for automatic, stationary train horns at railroad
grade-crossings, and direct staff to send corresponding staff report to
State Senator Hilda Solis, Assemblyman Maritn Gallegos. and Metrolink.
E. ORDINANCE NO 1165 ESTABLISHING RULES AND REGULATIONS FOR PERMIT
PARKING AT THE METROLINK STATION AND OTHER RELATED POLICIES
Recommendation: Introduce for first reading, Ordinance No. 1165 entitled, AN
ORDINANCE OF THE CITY OF BALDWIN PARK AMENDING SECTION
72.13(C) OF THE BALDWIN PARK MUNICIPAL CODE. ALLOWING AN
INDIVIDUAL TO APPLY FOR A VALID CITY PERMIT TO STOP. STAND
OR PARK A VEHICLE IN A PROHIBITED. LIMITED OR RESTRICTED
AREA, AND AMENDING SECTION 74, ESTABLISHING A PARKING
SCHEDULE FOR TWO-HOUR STREET PARKING", read by title only,
and waive further reading thereof.

Recommendation: Authorize staff to issue purchase orders for various services as listed in

Recommendation: City Council, in accordance with Section 34.23 of the Municipal Code,
award sole source contracts to USA Alarm System, Inc in the amount of
$13,000, and to San Diego Rotary Broom in the amount of $16.000.

Recommendation: City Council approve a three-year contract with an option to renew for
years four and five) with Vasquez Farukhi & Company LLP, for audit
services in the amount of $45,200 FY2000-01, $45,200 FY2001-02, and
$46,800 FY 2002-03; and authorize the Mayor to execute the contract.
