APPROVAL FOR THE CITY TO CONTRACT SUMMER LUNCH PROGRAM SERVICES TO THE CITY OF IRWINDALE AT IRWINDALE PARK Recommendation: Authorize staff to submit an application to the State of California, Department of Education to add Irwindale Park as a designated lunch site; and authorize the Mayor to execute contract between the City of Baldwin Park and the City of Irwindale to operate the Summer Lunch Program at Irwindale Park. APPROVAL OF MEMORANDUM OF UNDERSTANDING WITH CITRUS VALLEY HEALTH PARTNERS HEALTHY FAMILIES/MEDI-CAL COMMUNITY BASED OUTREACH Recommendation: Approve the Memorandum of Understanding and authorize staff to complete necessary monthly documentation required by Citrus Valley Health Partners. APPROVAL OF USER AGENCY AGREEMENT WORKFORCE INVESTMENT ACT SUMMER YOUTH EMPLOYMENT PROGRAM) Recommendation: Approve a User Agency Agreement with Mid San Gabriel Valley Consortium and authorize the Mayor to execute the necessary documents. G. APPROVAL OF THE LEAGUE OF CALIFORNIA CITIES GRASSROOTS NETWORK Recommendation: Approve the formation of a Grassroots Network and authorize staff to appropriate funds to cover the increase in dues for the program. H. RESOLUTION ESTABLISHING APPROPRIATION LIMITS FOR FISCAL YEAR 2001-02 Recommendation: Waive further reading, read by title only and adopt Resolution No. 2001-063 entitled, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK, CALIFORNIA, SETTING THE ANNUAL APPROPRIATION LIMIT FOR FISCAL YEAR 2001-02." 2. REPORTS OF OFFICERS A. CITY OF IRWINDALE'S PROPOSED CONSTRUCTION OF MEDIAN ON ARROW HIGHWAY/LIVE OAK AVENUE Recommendation: 1) Commend the City of Irwindale for doing the much- needed Arrow Highway project and for their effort to beautify this portion of the highway; 2) Request the City of Irwindale to resolve some of the concerns expressed herein and in the public meeting for these islands, construction of which will create unsafe conditions; and 3) Request the City of Irwindale to work with the City of Baldwin Park staff to discuss and resolve some of these concerns. B. PROPOSED EXTENSION OF CONTRACT H. C. & ASSOCIATES Recommendation: City Council to provide direction to staff related to the proposed extension and/or amendments to the City's current contract with H.C. & Associates, and direct that relevant documents be brought back at the appropriate time for specific approval by the City Council. C. HOUSING COMMISSION APPOINTMENTS AND/OR REAPPOINTMENTS Recommendation: 1) Take nominations for the Housing Commission; 2) Waive further reading, read by title only and adopt Resolution No. 2001-058 entitled, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK, AMENDING RESOLUTION NO. 2001-048, APPOINTING TO OFFICE NO. 1, TO OFFICE NO. 2. TO OFFICE NO. 3, TO OFFICE NO. 4, and TO OFFICE NO 7 TENANT COMMISSIONER) OF THE HOUSING COMMISSION." D.
