Recommendation: Approve the Carnival Services Agreement with
Christiansen Amusements and authorize the Mayor to execute the necessary
documents.
E. STATE OF CALIFORNIA TRAFFIC CONGESTION RELIEF FUNDING AB

Recommendation: Waive further reading, read by title only and adopt
Resolution No. 2001-098 entitled. A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF BALDWIN PARK CONSENTING TO CONTINUE
SUSTAINING LEVEL OF EXPENDITURES FOR TRANSPORTATION
PURPOSES CONSISTENT WITH ITS AVERAGE ANNUAL EXPENDITURE
INCURRED DURING FY 1996-97. FY 1997-98 AND FY 1998-99 TO BE IN
COMPLIANCE WITH THE PROVISIONS OF ASSEMBLY BILL 2928

F. WEST COAST ARBORISTS, INC. EXTENSION OF CONTRACT
Recommendation: 1) Extend the terms of the existing contract with West
Coast Arborists. dated August 16. 2000 through June 30, 2002; and 2)
Approve the new rate adjustments based on the CPI; and 3) Authorize the
Mayor to execute the Agreement.
G. AWARD CONTRACT TO MINAGAR & ASSOCIATES, INC. FOR THE
DESIGN OF THREE TRAFFIC SIGNALS FOR THE 21.5-ACRE SITE
DEVELOPMENT/BALDWIN PARK MARKET PLACE
Recommendation: 1) Authorize staff to add this project to the Capital
Improvement Projects for FY2001-2002 and appropriate funds for this project;
2) Award a contract for the design and construction engineering of the three
traffic signals in the amount of $22,852.00 to Minagar & Associates, Inc.; 3)
Authorize the Mayor to execute the Agreement; and 4) Authorize the Director
of Public Works to execute any necessary change orders in an amount not to
exceed ten percent 10%) of the original contract amount.
H. OUTDOOR DINING ORDINANCE FOR THE CENTRAL BUSINESS
DISTRICT AREA
Recommendation: Ratify approval of the contract with Willdan Associates for
services related to the proposed outdoor dining ordinance, in an amount not to
exceed $7,000.
I. CLAIM REJECTION LUCY SCOTT 00 026A)
Recommendation: Reject the claim of Lucy Scott 00 026A) and direct staff to
send the appropriate notice of rejection to claimant.
J. APPROVAL OF THE MEMORANDUM OF UNDERSTANDING FOR THE
PROFESSIONAL AND TECHNICAL EMPLOYEES' ASSOCIATION FOR THE
PERIOD OF JULY 1. 2001 THROUGH JUNE 30. 2003
Recommendation: Ratify the Memorandum of Understanding for the
Professional and Technical Employees' Association.
K. APPROVAL OF THE MEMORANDUM OF UNDERSTANDING FOR THE
BALDWIN PARK POLICE MANAGEMENT ASSOCIATION FOR THE PERIOD

M. APPROVAL OF THE MEMORANDUM OF UNDERSTANDING FOR THE
BALDWIN PARK POLICE OFFICERS' ASSOCIATION FOR THE PERIOD OF
JULY 1, 2001 THROUGH JUNE 30. 2004
Recommendation: Ratify the Memorandum of Understanding for the Baldwin
Park Police Officers* Association.
N. APPROVAL OF THE RESOLUTION AMENDING THE SALARY RANGES

SYSTEMS FOR JANITORIAL SERVICES
Recommendation: 1) Amend the janitorial services contract with United
Maintenance Systems to $9,250.00 per month until the end of this fiscal year;
2) Authorize the Director of Public Works to execute the letter of amendment;
and 3) Authorize the Director of Public Works to terminate the contract after
three months if the level of service is not brought to a satisfactory level.

P. AMENDMENT TO AGREEMENT FOR ELECTION CONSULTANT SERVICES
MARTIN & CHAPMAN CO.
Recommendation: 1) Authorize the Chief Executive Officer to execute an
Amendment to the Agreement with martin Chapman & Co., in the amount not
to exceed $ 25,00 for their services provided for the march 2001 General
Municipal Election; and 2) Approve the carry-over of the unexpended balance
for fiscal year 2000-2001 in the City Clerks budget. Consultant Services
account in the amount of $22,600.00 and re-appropriate this amount to the
City Clerks Budget, account number 100-03-50000, for Fiscal Year 2001-2002.

Recommendation: Conduct Public Hearing, waive further reading, read by title
only and adopt an extension of Ordinance No- 1182 entitled, AN INTERIM
ORDINANCE OF THE CITY OF BALDWIN PARK DECLARING A
MORATORIUM ON THE CONSTRUCTION OF OUTDOOR ADVERTISING
STRUCTURES BILLBOARDS) WITHIN THE CITY.
C. PUBLIC HEARING TO CONSIDER ADOPTING THE CITY'S 2001
CONGESTION MANAGEMENT PROGRAM LOCAL IMPLEMENTATION
REPORT
Recommendation: Conduct public hearing and waive further reading, read by
title only and adopt Resolution No. 2001-096 entitled. A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF BALDWIN PARK. CALIFORNIA,
FINDING THE CITY TO BE IN CONFORMANCE WITH THE CONGESTION

B. APPROVE AMENDMENT TO AGREEMENT WITH CONSULTANT MICHAEL
BRANDMAN ASSOCIATES FOR COST INCREASES RELATED TO THE
LEWIS RETAIL PROJECT ENVIRONMENTAL IMPACT REPORT EIR) AND
ENVIRONMENTAL ASSESSMENT EA) FOR HUD FUNDING
Recommendation; 1) Approve the cost increases for the Environmental
Impact Report in the amount of $60,200 and a contingency of $10,000 for
future cost increases and authorize the Chief Executive Officer to execute
budget augments and amendments with MBA; and 2) Approve the cost
increases for the Environmental Assessment in the amount of $6,700 and a
contingency of $5,000 for future cost increases and authorize the Chief
Executive Officer to execute budget augments and amendments with MBA.
C. COTTON/BRIDGES/ASSOCIATES CONTRACT AMENDMENT GENERAL
PLAN UPDATE
Recommendation: Approve the proposed amendment to the existing contract
between Cotton/Bridges/Associates and the City of Baldwin Park to account
for the increased expenditures in the amount of $40,000.
