A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BALDWIN PARK PROTESTING HIGH COUNTY TAX RATE AND
URGING THE LOS ANGELES COUNTY DIVISION OF THE
LEAGUE OF CALIFORNIA CITIES TO PERSUADE STATE
LEGISLATURE TO PROVIDE FUNDS FOR STATE MANDATED
PROGRAMS
WHEREAS, the Los Angoios County tax rate was substan-
tially raised this year; and
WHEREAS, County officials contend that the raise was
largely due to state mandated programs and
WHEREAS, it is contended that the County controls
only 4% of its massive $2-75 billion budget; and
WHEREAS, it is imperative that action be taken at the
State level to reverse this trend and provide financial relief
for state mandated programs?
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF BALDWIN
PARK DOES RESOLVE AS FOLLOWS:
SECTION 1. The City o;5 Baldwin Park strongly protests
the constantly increasing County tax rate and, in particular,
the recent increase of $1,18 per $100 of assessed valuation,
which is an increase of more than 40% over last year's tax rate.
SECTION 2. The League of California Cities, Los
Angeles County Division, is urged to develop ways and means to
persuade the State Legj slature to reverse the mandating of State
programs to local govexnment and, in the meantime, to provide
local government with funds to meet all State mandated programs.
SECTION 3- The City Clerk is directed to send a
certified copy of this resolution to the Los Angeles County
Board of Supervisors, the Los Angeles County Division of the
League of California Cd ties, and a copy thereof to each State
Senator and Assemblyman representing the City of Baldwin Park
requesting that they cooperate with the League in this endeavor.
ADOPTED and ADOPTED this 20th day of January, 1971.
