Recommendation: Approve the plans and specifications and authorize staff to solicit
bids for the construction phase.

Recommendation: Ratify the Memorandums of Understanding for the Baldwin Park
Police Officers' Association and the Baldwin Park Police Management Employees'
Association.
G. RESOLUTION AMENDING THE SALARY RANGES FOR CONFIDENTIAL

Recommendation: Review and consider the options as follows: 1) Authorize
Downtown/Main Street Visions DMSV) to proceed with Petition Drive efforts and
report back to the City Council within 60 days or sooner. Estimated cost for
additional services paid at an hourly basis not-to-exceed $5,000; 2) Direct staff to
handle the Petition Drive work effort without DMSV and report back to the City
Council within 60 days; or 3) Abandon the Petition Drive and efforts to establish the
proposed PBID.

Recommendation: Approve minutes of October 17, 2001.
B. APPROVAL TO RAISE THE HOUSING AUTHORITY'S VOUCHER PAYMENT
STANDARD
Recommendation: Approve staff's recommendation to raise the current Payment
Standards to 110% of the Federal Fair Market Rent, to become effective January 1,
2002 and authorize staff to petition HUD for a high cost exemption in Payment
Standards if success rates of Voucher holders do not improve over the next six 6)
months.
