HomeMy WebLinkAbout1971 118 CC RESO1971 118 CC RESO;¢fìèÎRESOLUTION NO. 71- I f8 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK FINDING AND DE- TERMINING THE EXISTENCE OF A PUBLIC NUISANCE AND ORDERING THE SAME ABATED 71-N-9) THE CITY COUNCIL OF THE CITY OF BALDWIN PARK DOES RESOLVE AS FOLLOWS: SECTION 1. That the City Council of the City of Baldwin Park does hereby find, determine and declare as follows; a) That pursuant to Section 3200 et seq., of the Baldwin Park Municipal Code, proceedings have been initiated to determine whether certain premises, and buildings and structures thereon constitute a public nuisance; and b) That the property located at 14215 Palm Avenue more particularly described as follows; Tract No. 2102 east 71 feet of Lot 16. 8544-17-10) 71-N-9) c) That a duly noticed public hearing having been con- ducted, pursuant to Section 3203 et seq., of the Baldwin Park Municipal Code, to determine whether the buildings and structures on said property, in their present state, constitute a public nuisance; and d) That as a result of the evidence presented at said hearing, it was determined that the same does constitute a public nuisance, and that the public interest requires that the same be abated /• and e) That the staff report, relating to this matter, is hereby approved and adopted by this reference. SECTION 2. That the owners of said property, or others having an interest therein, shall abate said nuisance in the manner set forth in the staff report, as approved by this City Council. If such abatement is not accomplished, as required hereby, within 60 days from the date here- of, the City Manager shall abate the same, as provided in Section 3208 et seq., of the Baldwin Park Municipal Code. SECTION 3. That the City Clerk shall certify to the adoption of this Resolution and cause copies hereof to be forwarded as prescribed by the Baldwin Park Municipal Code. LOCATION: 14215 Palm Avenue II. ZONING: R-3 III. DESCRIPTION AND CONDITION OF PREMISES: Substandard structures and general cleanup of premises. IV. INSPECTION REPORTS: 1. LOS ANGELES COUNTY FIRE DEPARTMENT: Notices of violations have been issued No. 410 was issued to A. Rodriguez, 14202 Palm, Baldwin Park, California 337-4101). Sections being violated are 13.25 and 13.26. which are accumulation of noxious and hazardous material and buildings containing combustible waste and are not securely locked. Recommendations are: Remove combustible rubbish and waste from in and around buildinqs, remove dry vegetation and waste material from premises and lock and secure all doors, windows and openings to buildings. 2. LOS ANGELES COUNTY HEALTH DEPARTMENT; Open, vacant house with broken windows and door. Deter- iorated floors, walls and ceiling, defective toilet, bathroom unsanitary condition as well as kitchen sink. Some debris and trash in yard ie. tires, car parts, household articles etc. Old substandard shed and garage. Recommend abate substandard dwelling and eliminate possible rodent harborage. 3. BALDWIN PARK POLICE DEPARTMENT: Crime report on this property: 594 P.C. Mal Mischief) 12/14/69, AR69-1862; Traffic Warrants, 11/27/67, AR67- 0892; Warrants 5/3/67, AR67-0327. Place insecure front and rear, all sheds insecure and garage insecure, the place is a fire hazard all buildings), trash stacked up inside and outside buildings. Place should be secured to keep juveniles out. The place is very dangerous also looks like a likely place to take an auto to be stripped. Floor in house not safe, gives way under foot. 4. BALDWIN PARK PLANNING DEPARTMENT: The structure on this property does not conform to the present zone and general plan. Violations consist of non- conforming sheds and garage, no paved driveway, weeds and debris. Recommend raze all sheds and garage, single family residence can only be rehabilitated to 50% of assessed valuation or same should be razed and general cleanup. 5. BALDWIN PARK BUILDING DEPARTMENT: Structure framing is deteriorating, roofing is poor, the electrical fixtures are very poor, many violatxqn^ and the plumbing is deteriorating. This property Has been posted. Recommend removal of all structures. They are all delapidatedy damaged and in poor condition.
