HomeMy WebLinkAbout1971 182 CC RESO1971 182 CC RESO;¢fìçžRESOLUTION NO. 71-182 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK FINDING AND DE- TERMINING THE EXISTENCE OF A PUBLIC NUISANCE AND ORDERING THE SAME ABATED 71-N-26) THE CITY COUNCIL OF THE CITY OF BALDWIN PARK DOES RESOLVE AS FOLLOWS: SECTION 1. That the City Council of the City of Baldwin Park does hereby find, determine and declare as follows: a) That pursuant to Section 3200 et seq., of the Baldwin Park Municip&l Code, proceedings have been initiated to determine whether certain premises, and buildings and structures thereon constitute a public nuisance; and b) That the property located at 13351 Waco Street more particularly described as follows: Lot 11 of Tract No. 11007. 8551-22-12) 71-N-26) c) That a duly noticed public hearing having been conducted, pursuant to Section 3203 et seq., of the Baldwin Park Municipal Code/ to determine whether the buildings and structures on said property, in their present state, constitute a public nuisance; and d) That as a result of the evidence presented at said hearing, it was determined that the same does constitute a public nuisance, and that the public interest requires that the same be abated; and e) That the staff report, relating to this matter, is hereby approved and adopted by this reference. SECTION 2, That the owners of said property, or others having an interest therein, shall abate said nuisance in the manner set forth in the staff report, as approved by this City Council. If such abate- ment is not accomplished, as required hereby, within 90 days from the date hereof, the City Manager shall abate the same, as provided in Section 3208 et seq., of the Baldwin Park Municipal Code. SECTION 3. That the City Clerk shall certify to the adoption of this Resolution and cause copies hereof to be forwarded as prescribed by the Baldwin Park Municipal Code- PASSED AND APPROVED this 7th day of July____________, 1971. LOCATION: 13351 Waco Street II. ZONING: R-l III. DESCRIPTION AND CONDIFION OF PREMISES: Substandard structures and general cleanup of premises. IV. INSPECTION REPORTS: 1. LOS ANGELES COUNTY FIRE DEPARTMENT: No violation at this time. Buildings on lot could be painted and need repair but pose no hazard at this time. 2. LOS ANGELES COUNTY HEALTH DEPARTMENT: Front house inspected earlier date, now locked by Public Guardian, evidence of mice and roaches, lack of screens, broken windows, unsanitary kitchen and bathroom. Unable to get inside of rear structure but it appears to be in same condition deteriorated exterior, lack of screens and high weed growth. Recommend abatement of substandard dwelling and elimination of possible rodent harborage and roach infestation. 3. BALDWIN PARK POLICE DEPARTMENT: There are no crime reports on this property. Five old structures on the premises all in total lack of repair, windows broken etc., several junk autos also at location. The location presents a hazard to juveniles, one structure is open, the rest are secure but falling apart. Recommend all structures be removed. One structure is occupied at this time. 4. BALDWIN PARK PLANNING DEPARTMENT: Zoning violations are: No paved driveway, two structures on property and additional dilapidated wood sheds on property. Recommend removal of sheds and general cleanup of property. 5. BALDWIN PARK BUILDING DEPARTMENT: All structures are in bad repair and cannot be made to conform to code. Recommend all vacant structures be demolished. It is recommended that the Public Nuisance be abated by the following; 1. Demolish sheds shown in pictures A, B, C and D. 2. Conduct general lot cleanup.
