HomeMy WebLinkAbout1971 183 CC RESO1971 183 CC RESO;¢fìç™RESOLUTION NO. 71-'85 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK FINDING AND DE- TERMINING THE EXISTENCE OF A PUBLIC NUISANCE AND ORDERING THE SAME ABATED 71-N-27) THE CITY C(5UNCIL OF THE CITY OF BALDWIN PARK DOES RESOLVE AS FOLLOWS: SECTION 1. That the City Council of the City of Baldwin Park does hereby find, determine and declare as follows: a) That pursuant to Section 3200 et seq., of the Baldwn Park Municipal Code, proceedings have been initiated to determine whether certain premises, and buildings and structures thereon constitute a public nuisance; and b) That the property located at 5017 Bleecker Street more particularly described as follows: Lot 30 of Tract No. 8706. 8414-5-13) 71-N-27) c) That a duly noticed public hearing havirig been conducted, pursuant to Section 3203 et seq., of the Baldwin Park Municipal Code, to determine whether the buildings and structures on said property, in their present state, constitute a public nuisance; and d) That as a result of the evidence presented at said hearing, it was determined that the same does constitute a public nuisance, and that the public interest requires that the same be abated; and e) That the staff report, relating to this matter, is hereby approved and adopted by this reference. SECTION 2. That the owners of said property, or others having an interest therein, shall abate said nuisance in the manner set forth in the staff report, as approved by this City Council. If such abate- ment is not accomplished, as required hereby, within 60 days from the date hereof, the City Manager shall abate the same, as provided in Section 3208 et seq./ of the Baldwin Park Municipal Code. SECTION 3. That the City Clerk shall certify to the adoption of this Resolution and cause copies hereof to be forwarded as prescribed by the Baldwin Park Municipal Code. LOCATION: 5017 Bleecker Street II. ZONING: R-l III. DESCRIPTION AND CONDITION OF PREMISES: Substandard structures and general cleanup of premises. IV. INSPECTION REPORTS; 1. LOS ANGELES COUNTY FIRE DEPARTMENT; Notices of violations have been issued. Section No- 27.113 is being violated. There are excessive weeds on the property and structure is open and accessible. Recommend secure structure and abate weeds. 2. LOS ANGELES COUNTY HEALTH DEPARTMENT: Substandard dwelling, broken windows and missing or defective screens, hazardous entrances, defective walls, screen porch that has been enclosed with defective ceiling, kitchen wall has no tile. There is some trash and de) s, and an old shed at rear of property. 3. BALDWIN PARK POLICE DEPARTMENT: There is no crime report on this property. Vacant location obvious meeting place for juveniles. All windows broken, door unlocked unable to secure. Location presents a hazard as a juvenile meeting place and also due to large amount of broken glass, also junk. Recommend structure be removed or secured. 4. BALDWIN PARK PLANNING DEPARTMENT: The structure on this property does conform to the present zone and general plan. Violation is no improved parking area. House badly in need of repair and general cleanup and bring house up to code. 5. BALDWIN PARK BUILDING DEPARTMENT: The structure has been posted. There are some electrical and plumbing violations but can be made to conform to code. Recommend rehabilitation. It is recommended that the Public Nuisance be abated by the following 1. Rehabilitate residential structure shown in pictures A, B, C, D, E, F, G an^ H in accordance with Uniform Building Code or demolish. 2. Demolish shed shown in pictures I and J- 3. Conduct general lot cleanup.
