HomeMy WebLinkAbout1971 222 CC RESO1971 222 CC RESO;¢fìé{RESOLUTION NO. 71" 222 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK FINDING AND DE- TERMINING THE EXISTENCE OF A PUBI.IC NUISANCE AND ORDERING THE SAME ABATED 71-N-47) THE CITY COUNCIL OF THE CITY OF BALDWIN PARK DOES RESOLVE AS FOLLOWS; SECTION 1. That the City Council of the City of Baldwin Park does hereby find, determine and declare as follows: a) That pursuant to Section 3200 et seq., of the Baldwin Park Municipal Code, proceedings have been initiated to determine whether certain premises, and buildings and structures thereon constitute a public nuisance; and b) That the property located at 4630 Laurens more particularly described as follows: Lot 10 of Tract No* 9262. 8543-20-10) 71-N-47) c) That a duly noticed public hearing having been conducted, pursuant to Section 3203 et seq., of the Baldwin Park Municipal Code, to determine whether the buildings and structures on said property, in their present state, constitute a public nuisance; and d) That as a result of the evidence presented at said hearing, it was determined that the same does constitute a public nuisance, and that the:-public interest requires that the same be abated; and e) That the staff report, relating to this matter, is hereby approved and adopted by this reference. SECTION 2. That the owners of said property, or others having an interest therein, shall abate said nuisance in the manner set forth in the staff report, as approved by this City Council. If such abatement is not accomplished, as required hereby, within 60 days from the date hereof, the City Manager shall abate the same, as provided in Section 3208 et'seq., of the Baldwin Park Municipal Code. SECTION 3. That the City Clerk shall certify to the adoption of this Resolution and cause copies hereof to be forwarded as prescribed by the Baldwin Park Municipal Code. LOCATION: 4630 Laurens II. ZONING: R-l III. DESCRIPTION AND CONDITION OF PREMISES: Substandard structure and general cleanup of premises. IV. INSPECTION REPORTS: 1. LOS ANGELES COUNTY FIRE DEPARTMENT: Section 27.113 accumulation of waste material of the City Fire Code is being violated. High grass, weeds, rubbish, wrecked travel trailer and a substandard garage exist on the premises. Recommend removal of all grass, weeds, combustible rubbish and garage. This property constitutes an attractive nuisance and a dangerous fire hazard. 2. LOS ANGELES COUNTY HEALTH DEPARTMENT: Old garage, weeds, some trash, debris and tree clippings, a trailer and some lumber stored on ground, also a flat bed trailer. Trailer so deteriorated that it is not fit for human occupancy. Recommend elimination of possible rodent harborage and deteriorated trailer. 3. BALDWIN PARK POLICE DEPARTMENT: Victim of 459 PC Auto, 5/19/67 67-1655 crime report. Possibly a patrol problem for P.M. and A.M. shift as large unsecured run down trailer is located on rear east portion of lot. Also a potential problem is the dirty, trash filled, unlocked garage. Patrol would be unable to observe any movement in building or trailer due to location on lot. Recommend location be cleaned, dry grass and weeds are a fire problem. Trash in vacant garage and trailer is a health problem. Recommend trailer be removed to lessen patrol problems. 4. BALDWIN PARK PLANNING DEPARTMENT: Old flat bed trailer stored on lot. Recommend remove trailer, weeds, litter, debris and lumber. General cleanup necessary. 5. BALDWIN PARK BUILDING DEPARTMENT: Demolish substandard building and clean up lot. It is recommended that the Public Nuisance be abated by the following: 1. Demolish or bring up to code the garage shown in picture C". 2. Conduct general lot cleanup all pictures.
