HomeMy WebLinkAbout1971 271 CC RESO1971 271 CC RESO(Ììü+RESOLUTION NO. 71-271 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK FINDING AND DE- TERMINING THE EXISTENCE OF A PUBLIC NUISANCE AND ORDERING THE SAME ABATED 71-N-64) THE CITY COUNCIL OF THE CITY OF BALDWIN PARK DOES RESOLVE AS FOLLOWS: SECTION 1. That the City Council of the City of Baldwin Park does hereby find, determine and declare as follows: a) That pursuant to Section 3200 et seq., of the Baldwin Park Municipal Code, proceedings nave been initiated to determine whether certain premises, and buildings and structures thereon constitute a public nuisance; and b) That the property located at 3220 Vineland Avenue more particularly described as follows: Licensed Surveyor's map as per Book 22, Page 27 of Licensed Survey northwest 169 feet of Lot 7. 8555-20-7) 71-N-64) c) That a duly noticed public hearing having been conducted, pursuant to Section 3203 et seq., of the Baldwin Park Municipal Code, to determine whether the buildings and sturctures on said property, in their present state, constitute a public nuisance; and d) That as a result of the evidence presented at said hearing, it was determined that the same does constitute a public nuisance, and that the public interest requires that the same be abated; and e) That the staff report, relating to this matter, is hereby approved and adopted by this reference. SECTION 2. That the owners of said property, or others having an interest therein, shall abate said nuisance in the manner set forth in the staff report, as approved by this City Council. If such abate- ment is not accomplished, as required hereby, within 90 days from the date hereof, the City Manager shall abate the same, as provided in Section 3208 et seq., of the Baldwin Park Municipal Code. SECTION 3. That the City Clerk shall certify to the adoption of this Resolution and cause copies hereof to be forwarded as pres- cribed by the Baldwin Park Municipal Code. LOCATION: 3220 Vineland Avenue II. ZONING: R-l III. DESCRIPTION AND CONDITION OF PREMISES: Substandard structures and general cleanup of premises. IV. INSPECTION REPORTS: 1. LOS ANGELES COUNTY FIRE DEPARTMENT: Notices have been issued by the Fire Department. Sections being violated are: 13.25, vacating premises; 13.26, vacant building and 13.27, unsafe building. Accumulations of combustible waste and rubbish, unsafe structures constitute a fire hazard and are hazardous to human life, because of inadequate maintenance. Remove all combustible rubbish and trash. Buildings to be abated by repair, rehabilitation or demolition. 2. LOS ANGELES COUNTY HEALTH DEPARTMENT: Violations of Health Code are Sections 803, 808, 809, 826 and 628. Defective screens and windows. Dead weeds and clippings,in rear old substandard shed with trash and cast off articles. Old garage in deteriorated condition with trash and debris. House looking from kitchen window filled with trash and debris, very un- sanitary, defective floor covering. Others windows were covered. Vacant and locked at time of inspection. Abate substandard structures and eliminate possible rodent harborage. 3. BALDWIN PARK POLICE DEPARTMENT: No crime reports. No patrol problems. Building is secure. Garage is unsecure. Garage and shed should be torn down and cleaned up due to fire hazard. Yard area is extremely dry. Unknown condition of inside of residence. Garage and residence posted Deemed Unsafe*. 4. BALDWIN PARK PLANNING DEPARTMENT: The structure does conform to the present zone and general plan. Violations include, no paved driveway and old shed and wooden garage. Recommend put in paved driveway, remove old wooden shed and possibly old wooden garage that appears to be dilapidated. Cleanup dead plants and bushes. 5. BALDWIN PARK BUILDING DEPARTMENT: No record of building violations filed against this property. Demolish shed and garage. Provide new garage. Rehabilitiate house and remove fireplace.
