HomeMy WebLinkAbout1972 035 CC RESO1972 035 CC RESO(ÌìýûÔÏ RESOLUTION NO. 72-35 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK, CALIFORNIA, RE- QUESTING A STATE ALLOCATION OF FEDERAL- AID SECONDARY URBAN EXTENSION FUNDS FOR THE IMPROVEMENT OF BALDWIN PARK BOULEVARD BETWEEN BESS AVENUE AND MERGED AVENUE WHEREAS, under Section 143.3 of the Streets and Highways Code, the Department of Public Works and the California Highway Commission may include in the annual budget certain amounts for the construction of city streets or county roads which would qualify as extensions of Federal-aid Secondary Highways within urban areas; and WHEREAS, upon written request of any city or county, the Depart- ment of Public Works and the California Highway Commission may include an allocation for the city or county in the next succeeding budget to be used for said construction provided, however, that not more than Five Hundred Thousand Dollars $500,000) shall be allocated for such purpose to any city or county in any one year; and WHEREAS, Baldwin Park Boulevard between Bess Avenue and Merced Avenue lies within the jurisdictional limits of the City of Baldwin Park/- and WHEREAS, Baldwin Park Boulevard within said limits is designated a portion of FAS Route 847 on the Federal-aid Secondary Highway System between Valley Boulevard FAS 852) on the southwest and Arrow Highway FAS 849) on the north; and WHEREAS, the City of Baldwin Park desires to improve Baldwin Park Boulevard between Bess Avenue and Merced Avenue along Route 847 of the Federal-aid Secondary System at an estimated total cost of One Million Two Hundred Thousand Dollars $1,200,000). Said improvement is hereinafter referred to as PROJECT"; and WHEREAS, that portion of Baldwin Park Boulevard between Bess Avenue and Merced Avenue is part of an approved City-County System of Major Arterials integrated with the State Freeway System and is desig- nated as an Arterial Highway on the Select Systems of Highways of the County of Los Angeles and the City of Baldwin Park and as a Major High- way on the Master Plan of Highways adopted by the County of Los Angeles; and WHEREAS, both southwesterly and northeasterly termini of the PROJECT will join fully improved street sections to urban Arterial Standards; and WHEREAS, the City of Baldwin Park has considered the effect of the financing, based on the statutory formula contained in Section 188.8 of the Streets and Highways Code appertaining to apportionment of State highway construction monies; and WHEREAS, the City of Baldwin Park is willing to furnish all right-of-way necessary for the construction of PROJECT; and WHEREAS, the City of Baldwin Park desires to have the City Engineer designated as the Coordinator of PROJECT. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Baldwin Park, California, as follows: SECTION 1. 1. The Department of Public Works be requested to recom- mend and that the California Highway Commission be requested to approve allocations equal to one-half the estimated total cost of said PROJECT eligible for BIB] 37691-U01 1972-U02 035-U02 CC-U02 RESO-U02 LI3-U03 FO10488-U03 FO11508-U03 DO11573-U03 C6-U03 RESO-U03 3/10/2003-U04 ROBIN-U04 1972 035 CC RESO(ÌìýûÔÏ financing under the provisions of Section 143.3 of the Streets and Highways Code as follows: City of Baldwin Park $500,000 2. The City of Baldwin Park agrees to provide at the appropriate time, all funds necessary to match and to supplement funds which may be allocated to the City by the California Highways Commission toward PROJECT. 3. The City of Baldwin Park agrees to furnish all right-of-way necessary for the construction of PROJECT. 4. The City Engineer of the City of Baldwin Park be designated as coordinator of PROJECT* 5. All funds allocated by the State for PROJECT be paid to the City of Baldwin Park. SECTION 2. The City Clerk shall certify to the passage a^d adoption of this resolution, and it shall thereupon be in full force and effect.
