A PUBLIC NUISANCE AND ORDERING THE SAME ABATED 72-N-8) THE CITY COUNCIL OF THE CITY OF BALDWIN PARK DOES RESOLVE AS FOLLOWS: SECTION 1. That the City Council of the City of Baldwin Park does hereby find, determine and declare as follows: a) That pursuant to Section 3200 et seq., of the Baldwin Park Municipal Code, proceedings have been initiated to determine whether certain premises, arid building* and structures thereon constitute a public nuisance; and b) That the property located at 4736 Landis Avenue more particularly described as follows: Tract No. 9527, Vacated alley adjacent on East, and Lot 20. 8554-17-53) 72-N-8) c) That a duly noticed public hearing having been conducted, pursuant to Section 3203 et seq«, of the Baldwin Park Municipal Code, to determine whether the buildings and structures oh said property, in their present state, constitute a public nuisance; and d) That as a result of the evidence presented at said hearing, it was determined that the same does constitute a public nuisance; and that the public interest requires that the same be abated; and e) That the staff report, relating to this matter, is hereby approved and adopted by this reference. SECTIOM 2. That the owners of said property, or others having an interest therein, shall abate said nuisance in the manner set forth in the staff report, as approved by this City Council. If such abate- ment is not acoif^lishedr as required hereby, with! n n days from the date hereof, the City Manager shall abate the same, as provided in Section 3208 et seq«, of the Baldwin Park Municipal Code. LOCATION: 4736 Landis Avenue II. ZONING: R-l III. DESCRIPTION AND CONDITION OF PREMISES: Substandard structures and general cleanup of premises. IV. INSPECTION REPORTS: 1. LOS ANGELES COUNTY HEALTH DEPARTMENT Sections of Los Angeles County Public Health Code Ordinance 7583 being violated are Sections 628 and 630. Property has a problem of rodent harborage and fly breeding. A sheep in the rear yard is not 35 feet from any occupied dwelling. Both front and rear yards contain numerous cast-off articles, metal scrap, car parts, etc. 2. LOS ANGELES COUNTY FIRE DEPARTMENT Property has violations of Los Angeles County Fire Code No. 2947 and City of Baldwin Park Ordinance No. 552. Rubbish, weeds, old chairs, mattress, and debris are accumulated in the rear yard. 3. BALDWIN PARK BUILDING DEPARTMENT Clean up the lot and bring garage and shed up to the Building Code. 4. BALDWIN PARK PLANNING DEPARTMENT This structure does conform to the present zone and the general plan. No future street is planned on or near this property according to the general plan. There is not a paved driveway on property and setbacks are not adequate. Structure appears to be able to be brought up to code. Yard cleanup would probably suffice, 5. BALDWIN PARK POLICE DEPARTMENT Crime reports on property are as follows: 7-1-66, CR66-1927; 7-8-67, CR67-2228; 4-1-69, CR69-1152; 4-1-69, AR69-0423; 5-9-69, ARJ69-0607; 1-28-70, NR-5-70. Location is occupied at this time and any patrol problems which might occur would be caused by the people residing there. The jarage and shack are an extreme fire hazard- The location is extremely dirty and unsanitary to an extent it is unfit for human occupancy. Remove all outside storage shown in all pictures. 2. Conduct a major yard clean up. 3.
