That the City Council of the City of Baldwin l\..k does hereby find, deteiTine and declare as follows: a) That pursuant to Section 3200 ct seq. of tn»- j|dwin Park Municipal Code, proceedings have been initijt^- to deform ne whether certain premises, and buildin9s and structures thereon constitute a public nuisance; and b) That the property located at 14430 California Avenue ore particularly described as follows; U.oensed Surveyors Map as per Book 18 page 30 of Licensed Survey ex- cept that portion of the street dedicated to the City, of lot 46 8414-0-21) 72-B-10) c) That a duly noticed public hearing having been conducted, pursuant, to Section 3203 et seq., of the Baldwin Park Municipal Code, to determine whether the buildings and structures on said property, in their present state, constitute* a public nuisances and d) That as a result of the evidence presented aft said hearing, it was detcnu-ned that the i MI does constiluftr a public nuisance; and that the public interest requires th.il the sane be abated; and e) That the staff report, relating to this oatt^r, is hereby approved and adopted by this reference. SECTIOR 2* That the owners of said property, or others having an intierest therein, shall abate said ff—'*M«^> in the nnnrr set forth in the staff report, as approved by this City Council. If such abate- ent is not iim—[ili«hed, as required hereby, within fin days froa the date hereof, the City Manager shall abate the BI—L, as provided in Section 3208 et seq., of the Baldwin Park Municipal Code. SBCTIOM 3. That the City Clerk shall certify to the adoption of the Resolution and cause copies hereof to be forwarded as prescribed by the Baldwin Park Municipal Code. LOCATION: 14430 California Avenue II, ZONING: R-l III. DESCRIPTION AND CONDITION OF PREMISES: Substandard structures and general cleanup of premises. IV. INSPECTION REPORTS: 1. LOS ANGELES COUNTY HEALTH DEPARTMENT Sections of Health Code Ordinance 7583 being violated are: 628, 630, 803, 808, 809, 826. House is open and has missing screens and windows. Kitchen and garage are very deteriorated. Defective walls, floors, and ceilings in the house. Bathroom has been destroyed by vandals. Trash and debris in the house as well as roaches and possible rodent harborage. 2. LOS ANGELES COUNTY FIRE DEPARTMENT City of Baldwin Park Ordinance 552, Los Angeles County Building Code is being violated. Dwelling with frame construction and garage are vacant, open and accessible. Property is littered with rubbish and boards. Grass and weeds are green now but will be a hazard when dry. The house and garage should be reconditioned or destroyed and rubbish and weeds should be cleaned up^ 3. BALDWIN PARK BUILDING DEPARTMENT Demolish all structures 4. BALDWIN PARK PLANNING DEPARTMENT House, garage and other shacks on the property should be torn down. There is no paved driveway. The rear setback in inadequate, also, side yard setback of house, There is no future street planned on or near this property. 5. BALDWIN PARK POLICE DEPARTMENT Recommend the structure be restored to habitable condition or destroyed aa a nuisance as structure is a threat to public health and safety. Two crime incidents occurred on property on December 14, 1970 459PC) and January 7, 1971 484PC) All windows of the residence are broken and one door is missing. There is paper and debris throughout the house and yard. There holes in the walls and ceiling. House appears to be a fire hazard and an attractive nuisance to juveniles.
