DIRECTION AND APPROVAL FOR THE NAMING OF THE TEEN CENTER, SKATE PARK AND POSSIBLE RENAMING OF CENTRAL PARK WEST Recommendation: 1) Provide direction and approval for the naming of the City's Teen Center, Skate Park and possible renaming of Central Park West; and 2) direct staff to proceed with the necessary steps to finalize signage. B. OPTIONS TO RE-FACE ART AT THE METROLINK STATION Recommendation: 1) Reinforce the quotes as a part of the art and therefore allow the art stand in its original form; OR 2) Authorize staff to contract with a Conservationist to begin the process of retrofitting the art. C. HOME INVESTMENT PARTNERSHIP FUNDS REQUIREMENT AND COMMUNITY HOUSING DEVELOPMENT ORGANIZATION DCDC) CONTINUED FROM SEPTEMBER 3, 2003) Recommendation: City Council consider the five potential development sites and, either: 1) Select a potential development site for the Design Center Development i.e. multi-family/childcare center, mixed-use); OR 2) Authorize staff to request a feasibility analysis from the Design Center Development Corporation and based on the feasibility of the project that staff begin preparation of a Disposition and Development Agreement between the Design Center Development Corporation and the City of Baldwin Park for review and consideration by the City Council; OR 3) Should the City Council exclude the Opportunity Block" from development by the Design Center Development Corporation, that it begins discussions for the purpose of identifying potential types of development and funding for the site and /or direction to staff to begin a formal Request for Proposals process. D. ANALYSIS OF AN ORDINANCE PROHIBITING BIG BOX" RETAIL STORES OR SUPER CENTERS" Recommendation: Review the report and provide direction to staff in terms of potential development of an ordinance restricting future development of big box/super center" retailers in the City of Baldwin Park. E. SELECTION OF GRAPHICS FOR THE NEW BALDWIN PARK TRANSIT BUSES CONTINUED FROM SEPTEMBER 3, 2003) Recommendation: Review the designs for the bus decals and direct staff as to which design is preferred. F. UPDATE OF CORAK STREET NEIGHBORHOOD IMPROVEMENTS RELATING TO THE VILLA RAMONA RESIDENTIAL DEVELOPMENT CONTINUED FROM AUGUST 20, 2003) Recommendation: Direct staff in terms of the expenditure of the outstanding $200,000 Housing Set-Aside Funds.
