AGP-25) THE CITY COUNCIL OF THE CITY OP BALDWIN PARK DOES RESOLVE AS FOLLOWS: SECTION 1. That the City Council of the City of Baldwin Park does hereby, find, determine and declare as follows: a) That the Planning Commission of the City has heretofore initiated studies, and has conducted public hearings, leading to its recommendations for the adoption of a Community Design Element Future Streets) to the City's General Plan; b) 1'hat the City Council has conducted duly noticed public hearings upon the said Planning Commission's recommendation and, with certain exceptions hereinafter set forth, has determined that the public interest, convenience and necessity require the adoption of the Community Design Element Future Streets) as hereinafter described* SECTION 2. That the City's General Plan is hereby amended by adding thereto a Community Design Element Future Streets), which said element, as approved, is as set forth in Exhibit A" attached hereto and incorporated herein by this reference. Said Element is approved, as recommended by the Planning commission, with the exception of the proposed street known as Egil Street", that portion of the Planning Commission's recommendation with respect to said Egil Street is hereby disapproved. The said Element is accepted and adopted by the City as such with the exception of said Egil Street. SECTION 3. That it is the intent of the City Council in adopting the said Community Design Element Future Streets) to establish the same as a guide only, for the development of the areas shown on said Exhibit A". That the adoption of the said Element shall not be construed as a requirement for dedication in specific locations for public streets or other public improvements dictated or occasioned solely by reason of the adoption of said Element* This Community Design Element shall be utilized by all persons considering development as a guide only and when such development is proposed, the City staff is hereby instructed to review such proposed development, together with the Community Design Element to determine whether the development as proposed is feasible in light of the general guidelines established by said Community Design Element. SECTION 4. That the City clerk shall certify to the adoption of this Resolution and cause the same to be forwarded to the Director of Planning for his information. Since that time, many changes have taken place in our City. As a result of this, the City has undertaken the project of revising and updating the Future Street Map as the first step in the revision of our General Plan. ASSUMPTIONS The following assumptions were made in preparing this report: 1. Moderate growth is beneficial to the City. 2. Vacant land in the rear of deep lots presents problems and is undesirable. 3. Development of rear lots, under defined guidelines, is undesirable. 4. Better quality developments take place if houses are built on separate lots with street frontage. REASON FOR REVISION The revision of this element is important for a number of reasons. First, there is very litte large, underdeveloped residential acreage in our City. Therefore, most residential development in the future will need to take place on the rear portions of deep lots. The unused portions of these deep lots are the remnants of our City's agricultural origin. If development is to take place, access to the rear lots will need to be provided through streets. The Future Street Map lays out the future streets for new lots. Second, development of the rear portions of large lots will help eliminate the potential of blight and will aid in the cleaning up of these lots where debris seems to accumulate. Third, through the adoption of the proposed revision of the Future Street Map, developers will become aware of areas of residential construction potential. Also, the developers will know what types of improvements will be required and where future streets will be located. People who presently own deep lots might become more interested in developing them when they see realistic future street plans. COMMENTS & QUESTIONS It is important to remember that: 1. The Future Street Map is not a Precise Plan, but a general guide. 2. The purpose of the Map is not to solve all problems regarding future streets. We are solving only the easy ones. The difficult problems must be handled through Specific Plans, including individual meetings with all the owners on the block involved. These should be started only when the people request them because they want to develop. 3. Specific Street Plan. This Plan will not revise any existing Specific Street Plan. Outlet Streets. The Plan shows many vacant lots which would have to be bought for outlet streets. Owners of these lots have asked if this Plan would prevent them from building a house on their lot. 5. This Plan is only schematic. In some cases, the Plan only shows one of many alternatives for possible future streets. We cannot be certain at this time where the exact street alignment will be. 6. When Do People Need to Build? Adoption of this Plan does not force anyone to build or dedicate.All this Plan does is to show where a future street would go if a person decides to dedicate. POLICIES 1. That the City Council adopt this report and the Future Street Map dated April 4, 1973. 2. That the City establish a policy of encouraging implementation of future streets 3. That Specific Plans be adopted establishing actual alignments for problem areas. These plans should be initiated only after the property owners show an interest in developing. 4. That when there is only one remaining vacant lot that could provide an outlet for a future street, the Staff shall be required to compile a report examining the feasibility of the purchase, by the City, of that lot. 5. That the Commission and Council examine the possibility of setting up a fund to buy lots needed to provide outlets for future streets. This fund could be called the Outlet Acquisition Fund", and could be supported by a tax on parcel maps of $200.00 per lot. This fund would be a revolving fund similar to the Sewer Connection Fund.
