HomeMy WebLinkAbout1973 093 CC RESO1973 093 CC RESO(ÌìÿöRESOLUTION NO. 73-93 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK, CALIFORNIA, CONSENTING TO ESTABLISHMENT OF A PORTION OF ARROW HIGHWAY WITHIN SAID CITY AS A PART OF THE SYSTEM OF COUNTY HIGHWAYS OF THE COUNTY OF LOS ANGELES WHEREAS, the Board of Supervisors did on January 30, 1973 duly adopt a Resolution declaring Arrow Highway between Live Oak Avenue and San Bernardino County Line as a part of the System of Highways of the County of Los Angeles, all as provided in Sections 1700 to 1704, inclusive, of the Streets and Highways Code of the State of California; and WHEREAS, said Board of Supervisors by said Resolution requested this Council to give its consent to modify and interconnect traffic control signals and do appurtenant work within said portion described above; and WHEREAS, a report of the impact of the proposed improvements on the environment has now been completed. NOW, THEREFORE, the City Council of the City of Baldwin Park does resolve as follows: SECTION 1. Consent to Inclusion in County Highway System. This City Council does hereby consent to the establishment of Arrow Highway between Live Oak Avenue and San Bernardino County Line, tying in the City of Baldwin Park, a part of the System of Highways of the County of Los Angeles as provided in Sections 1700 to 1704, inclusive, of the Streets and Highways Code of the State of California. Said consent is for the purpose of modification and interconnection of traffic control signals and performance of appurtenant work for the above des- cribed road by the County of Los Angeles. SECTION 2. Approval of Exemption Declaration. This City Council does hereby approve the Exemption Declaration dated February 26, 1973. SECTION 3. Effect on Environment. This City Council does hereby find that: The project has no significant effect on the environment. SECTION 4. Finding of a Minor Nature. This City Council does hereby find that pursuant to Government Code, Section 65402 b), the aforesaid improve- ment is for street improvements of a minor nature and that, therefore, the pro- visions of said Section requiring the submission to and report upon said project by the City Planning Agency do not apply. Location and Description of Project This project provides for signalization, signal interconnect, channelization, signing, striping and minor paving improvements at 84 existing signalized intersections along the 27-mile length of Arrow Highway between Huntington Drive and the San Bernard!no County Line in the Cities of Los Angeles, Athambra, San Gabriel, Temple City, Arcadia, Irwindale, Baldwin Park, Azusa» Covina, Glendora, San Dimas, La Verne, Pomona and Claremont. 2. Purpose of Project Enhance the environment of 6,000 to 28,000 motorists daily on representative segments by improving safety and convenience through the construction of uniform traffic control facilities along the route, irrespective of govern mental boundaries. 3. Discussion of Environmental Impact Land uses along this route include residential, commercial and industrial. They consist of mostly commercial in the Cities of Alhambra, San Gabriel and Temple City. The City of Arcadia is commercial and residential. In the City of Irwindale, the land use is industrial; in Baldwin Park. industrial and commercial; in Azusa and Covina, commercial; in Glendora and San Dimas, commercial and residential; in La Verne, commercial and industrial; in Pomona, commercial and residential; and in the City of Claremont, the land use is residential. The improved traffic control will be of positive benefit to the various communities and businesses located along Arrow Highway by improving local access, reducing accidents and improving the flow of through traffic. The proposed work will be accomplished within the existing right of way. No trees or shrubs are to be removed and only minor paving within the existing median area will be required as a result of the minor channelization work. The route traverses a highly urbanized area so there will be no effect on wildlife. The volume and composition of traffic utilizing this facility will not be altered by this project so there will be no increase in the noise level. There will be a reduction in air pollution from automobile exhaust as traffic flow will improve as a result of this project. This project will have no adverse effect on recreation areas, parks or scenic environment. 4. Basis for Exemption Declaration a. The project is consistent with the policies shown on applicable plans, including the Environmental Development Gukle. b. No unique or significant natural features are to be affected. c. No archeological, cultural, historical, recreational or scenic sites are to be affected. d. The project will not require the removal of any trees. e. The project will not result in a dislocation of people. f. The pro;ect will not contribute to any pollution problems. g. The project will not have a growth-inducing impact. h. The pro.ect does not appear to generate major controversy. 1. The project will not have a significant effect on the environment.
