A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF BALDWIN PARK REQUESTING
THE CALIFORNIA STATE SENATE TO OPPOSE
SENATE BILL 413 RELATING TO HEALTH
PLANNING AND LICENSING OF HEALTH FA-
CILITIES AND THE CALIFORNIA HOSPITAL
DISCLOSURE ACT-
THE CITY COUNCIL OF THE CITY OF BALDWIN PARK DOES RESOLVE AS FOL-
LOWS:
WHEREAS, the Comprehensive Health Planning Council of Los Angeles
County Is now and has been an established, viable, working organization,
comprehensively serving a11 people as to their health needs in the County
of Los Angeles, and
WHEREAS, said Comprehensive Health Planning Council of Los Angeles
County is a productive agency with a broad representation of local peo-
ple and of local city officials representing the League of California
Cities, and
WHEREAS, Senate Bill 413 as written negates local control of health
planning development that Is presently In effect and would give the new
State Coinnlsslon the final authority In licensing, and
WHEREAS, Senate Bill 413 removes the volunteer planning process from
the local level, and
WHEREAS, this bill is contrary to the general Intent of the Federal
Partnership for Health Act Including the makeup of the Commission as to
consumer and provider balance.
NOW, THEREFORE. BE IT RESOLVED AS FOLLOWS:
1. That the California State Senate is urged to oppose
Assembly B111 413 for the reason that it removes local
control and is contrary to the general intent of the
Federal Partnership for Health Act Including the makeup
of the State Commission as to consumer and provider bal-
ance.
2. That the City Clerk will certify to the adoption of
this resolution and forward copies hereof to the Cali-
fornia State Senate.
PASSED and APPROVED this 18th day of June, 1973.
