HomeMy WebLinkAbout1973 119 CC RESO1973 119 CC RESO(ÌìùRESOLUTION 73-119 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK ADOPTING A BASIC SALARY PLAN The City Council of the City of Baldwin Park does hereby RESOLVE, DECLARE, DETERMINE AND ORDER as follows: SECTION 1. CLASSIFIED SERVICE SALARY PLAN The salary plan for the classified service shall be as follows: A. SALARIES. 1) The column headed Schedule Numbers" in the Classified Service Salary Schedule contains a list of the schedule numbers assigned to the various positions in the classified service. 2) The columns headed A", B", C", D", and E" and entitled Pay Steps" contain the basic monthly rates for each of the positions in the classified service. Step A" represents the starting level of pay. After six 6) months of satisfactory service has been completed, the pay shall be ad- vanced to Step B", Thereafter, the pay shall be advanced to the next higher step after one 1) year of satisfactory service in the current step, provided the Department Head recommends and the City Manager approves such advancement. B. ANNIVERSARY DATES. The period of satisfactory service toward step advancement shall begin on the anniversary date. Anniversary dates shall fall on the 1st and 15th day of the month for all entry steps, step increases, reclassifications or promotions, whichever is closest to the actual date the employee commences work or is advanced. C. RECLASSIFICATION AND PROMOTION. Any employee who is reclassified or promoted to a position having a higher sched- ule number than the position he occupies shall commence work in the higher schedule at a pay step that is a minimum increase of 2-1/2% above the rate of pay he was receiving when reclassified or promoted. Conversely, any employee who is reclassified down- ward shall work in the lower schedule at a pay step nearest to, but not more than, the rate of pay he was receiving when reclas- sified. D. DIFFERENTIAL PAY police officer consists of one salary for such police officer indicated. OVERTIME. Any employee working overtime shall be compensated by equivalent time off as full compensation for the overtime worked. However, 1. Police officers shall be paid time and one-half for court time; all other time shall be paid at their prescribed rate of pay, except on holidays they shall receive an extra day's pay. 2. Minute clerks if required to take minutes at any regular, special or executive meetings of the City Council, or any other commission or committee appointed by the City Council, other than during normal working hours shall be paid time and one-half. 3. All employees required to work on emergency over- time shall be paid time and one-half, if recommended by Depart- ment Head and approved by the City Manager, SECTION 2. UNCLASSIFIED SERVICE SALARY PLAN The salary plan for the unclassified service shall be as follows; A. SALARIES. Salaries shall be shown in the Unclas- sified Service Salary Schedule. All unclassified employees whose salaries are on a Schedule Number shall advance from pay step to pay step in the manner reflected in Section 1A(2) herein, upon the approval of the City Manager. B. ANNIVERSARY DATES. Anniversary dates for unclas- sified employees on a Schedule Number shall be determined on the same basis as classified employees. C. DIFFERENTIAL PAY-OVERTIME. Unclassified employees shall not be entitled to either differential or overtime pay, except the Deputy City Clerk when required to perform under Section 1, paragraph E(2) hereinabove. SECTION 3. PAY PERIODS There shall be two pay periods in every month. The first pay period shall be from the 1st through the 15th of the month; the second pay period shall be from the 16th through the last day of the month. SECTION 4. DATES WHEN SALARIES ARE TO BE PAID Salaries and compensation earned during the second pay period shall be paid on the 5th day of the following month; salaries and compensation earned during the first pay period shall be paid on the 20th of the month. When City offices are to be closed on the 5th or 20th days of the month, salaries and compensation shall be paid on the next preceding day on which City offices are open. Nothing contained in this Resolution shall be construed as guaranteeing to any employee or official of the City any vested interest in any salary or position. SECTION 8, That all Resolutions or portions thereof, in con- flict herewith are hereby repealed. SECTION 9. That this Resolution shall take effect on July 1, 1973. SECTION 10.
