HomeMy WebLinkAbout1974 045 CC RESO1974 045 CC RESO(Ììû*RESOLUTION NO. 74-45 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK, CALIFORNIA ESTABLISHING AN ACCEPTABLE PROCEDURE FOR ALLOCATION OF 1973 HIGHWAY ACT FUNDS WHEREAS, the Federal Aid Highway Act of 1973 extended the permissable usage of Federal Aid Urban Systems FAUS) funds beyond simply street and highway projects and now allows for the purchase of buses; the construction, reconstruction and improvement of fixed rail facilities, including rolling stock for fixed rail; and the construction of exclusive or preferential bus, truck and emergency vehicle routes or lanes; and WHEREAS, the Federal Aid Highway Act of 1973 provides that responsible local officials of an urbanized area can determine whether a percentage of FAUS funds in their area should be expended on non-highway, public mass transit or on streets and highways; and WHEREAS, the California Department of Transportation, in its guidelines on the local involvement required to determine the appropriate procedures for expenditure of FAUS funds clearly calls for a cooperative process involving cities, the county, the state, and transit agencies; and WHEREAS, there is a great deal of confusion as to the meaning and interpretation of the proposed Urban Systems Procedures distributed to cities in the Los Angeles County Division of the League; and WHEREAS, the cities in Los Angeles County should immediately take initiative along with the County to establish acceptable procedures to protect the flow of funds amounting to approximately $22 million prior to June 30, 1974, into Los Angeles County; and WHEREAS, the Board of Directors of the League of California Cities has taken a strong position in support of the direct involvement of cities in the process of apportioning FAUS funds, rather than simply having cities consulted in the process, thereby giving cities more control over how those funds will be spent in their own communities as well as in their region; and WHEREAS, the Los Angeles County Division of the League of California has proposed a joint committee comprised of nine representatives three each) appointed by the Division one from Long Beach and two from cities other than Los Angeles and Long Beach), the City of Los Angeles, and the County of Los Angeles, thereby assuring that cities do have a direct involvement in establishing procedures to be approved by the respective cities and the County; additionally three ex-officio. non-voting positions would be filled by the District Director of CALTRANS, the General Manager of SCRTD and SCAG. NOW, THEREFORE, BE IT RESOLVED that the City of Baldwin Park supports the active involvement of cities in the process of apportionment of FAUS funds within the County be means of a joint representative body as proposed by the Los Angeles County Division of the League of California Cities; and BE IT FURTHER RESOLVED that the joint committee be convened immediately so that a report can be distributed to the cities and to Los Angeles County for final consideration of multi-model transportation alternatives; and THEREFORE, BE IT RESOLVED that a copy of the Resolution be forwarded to the Los Angeles County Board of Supervisors, the Los Angeles County Division of the League, the Director of District 7 CALTRANS, and the Director of the Department of Transportation of the State of California.
