HomeMy WebLinkAbout1974 067 CC RESO1974 067 CC RESO(ÌìûhRESOLUTION 74-67 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK ADOPTING A BASIC SALARY PLAN The City Council of the City of Baldwin Park does hereby RESOLVE, DECLARE, DETERMINE AND ORDER as follows: SECTION 1. CLASSIFIED SERVICE SALARY PLAN The salary plan for the classified service shall be as follows: A. SALARIES. 1) The column headed Schedule Numbers" in the Classified Service Salary Schedule contains a list of the schedule numbers assigned to the various positions in the classified service. 2) The columns headed A". B". C", D". and E" and entitled Pay Steps" contain the basic monthly rates for each of the positions in the classified service. Step A" represents the starting level of pay. After six 6) months of satisfactory service has been completed, the pay shall be advanced to Step B". Thereafter, the pay shall be advanced to the next higher step after one 1) year satisfactory service in the current step, provided the Department Head recomnends an'1 the City Manager approves such advancement. B, ANNIVERSARY DATES. The period of satisfactory service toward step advancement shall begin on the anniversary date. Anniversary dates shall fall on the 1st and 15th day of the month for all entry steps, step increases, reclassifications or promotions, whichever is closest to the actual date the employee comnences work or is advanced. C. RECLASSIFICATION AND PROMOTION. Any employee who is re- classified or promoted to a position having a higher schedule number than the position he occupies shall commence work in the higher schedule at a pay step that is a minimum increase of 2-1/2% above the rate of pay he was receiving when reclassified or promoted. Conversely, any employee who is reclassified downward shall work in the lower schedule at a pay step nearest to, but not more than, the rate of pay he was re- ceiving when reclassified. D, DIFFERENTIAL PAY. Whenever the work week for a police officer consists of one of the following, the basic salary for such police officer shall be adjusted as hereinafter indicated. POLICE ASSIGNMENT ADD 1. Investigator or Detective 5% of current salary 2. Detective Sergeant 5% of current salary 3. Dog Handler 5% of current salary 4. Intermediate Certificate 2-1/2% of current salary 5. OVERTIME. 1) Any employee, except police officers and those employees exempted by provisions of the Fair Labor Standars Act Amendments of 1974, shall receive overtime pay at time and one-half of his regular pay for all hours worked in excess of forty 40) hours. 2) Police officers shall be paid time and one-half for court time. All other time shall be paid at their prescribed rate of pay, except that on holidays they shall receive an extra day's pay. 3) No overtime shall be allowed without prior approval of the City Manager, except in time of emergency. It shall be City policy to avoid overtime work whenever possible. SECTION 2. UNCLASSIFIED SERVICE SALARY PLAN The salary plan for the unclassified service shall be as follows: A- SALARIES. Salaries shall be shown in the Unclassified Service Salary Schedule. All unclassified employees whose salaries are on a Schedule Number shall advance from pay step to pay step in the manner relected in Section 1A(2) herein, upon the approval of the City Manager. B. ANNIVERSARY DATES. Anniversary dates for unclassified employees on a Schedule Number shall be determined on the same basis as classified employees. C. OVERTIME. Unclassified employees shall not be entitled to overtime pay. SECTION 3. PAY PERIODS There shall be two pay periods in every month. The first pay period shall be from the 1st through the 15th of the month the second pay period shall be from the 16th through the last day of the month. SECTION 4. DATES WHEN SALARIES ARE TO BE PAID Salaries and compensation earned during the second pay period shall be paid on the 5th day of the following month salaries and compensation earned during the first pay period shall be paid on the 20th of the month. When City offices are to be closed on the 5th or 20th days of the month, salaries and compensation shall be paid on the next preceding day on which City offices are open. SECTION 5, CITY WORKWEEK. The City workweek shall begin at 12:01 a.m. on Sunday and end 168 consecutive hours later. That the City Clerk shall certify to the adoption hereof.
