A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BALDWIN PARK ASSURING THE FEDERAL DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT OF THE CITY'S
INTENT TO COMPLETE THE COMMUNITY CENTER PROJECT
OUTLINED IN THE APPLICATION DATED SEPTEMBER 30, 1975,
FOR FUNDS PURSUANT TO THE HOUSING AND COMMUNITY
DEVELOPMENT ACT.
WHEREAS, under Title I of the Housing and Community
Development Act of 1974, the Secretary of'the Department of
Housing and Urban Development is authorized to extend financial
assistance to cities for their improvement in accordance with
the provisions of said act; and
WHEREAS, under date of September 30, 1975, the City
of Baldwin Park submitted an application for $374,000 for
community development funds for the purpose of conducting a
program of community improvement, including the establishment
of a Neighborhood Community Center; and
WHEREAS, due to the limitation of available funds, it
now appears that the Secretary may be able to offer approximately
$118,360 to the City for the purpose of undertaking a program to
establish a Neighborhood Community Center; and
WHEREAS, there is great need for such a Neighborhood
Community Center and it is the desire of the City Council to
undertake the establishment of such a center at the earliest
possible date in order to promote the public health, safety and
welfare; and
WHEREAS, it is necessary and in the public interest that
the City of Baldwin Park avail itself of the financial assistance
of the Housing and Community Development Act of 1974;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Baldwin Park, California as follows:
1. That the Neighborhood Community Center will provide
services for welfare, employment, family and youth counseling,
legal aid, bilingual information and referral activities;
2. That financial assistance available under said Act
is needed to enable the City to achieve this objective;

3. That it is cognizant of the Federal conditions that
are imposed in the undertaking and carrying out of the Neighborhood
Community Center project;
4. That the Secretary of Housing and Urban Development be
hereby assured that it is the intent of this City Council that
in the event the approximate $118,360 is made available through

5. That the City Manager be hereby authorized and
directed to pursue this program to its completion; and
6. That the City Clerk shall certify to the adoption of
this resolution.
