HomeMy WebLinkAbout1976 054 CC RESO1976 054 CC RESO(ÌìøÂRESOLUTION NO. 76- 54 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK ADOPTING A BASIC SALARY PLAN CLASSIFIED SERVICE AND PART-TIME TEMPORARY) THE CITY COUNCIL OF THE CITY OF BALDWIN PARK DOES RESOLVE AS FOLLOWS: SECTION 1, That attached here..-, incoroprated herein by this reference, marked Exhibits A", B" and C", a Basic Salary Plan, adopted pursuant to Section 2250 of the Baldwin Park Municipal Code. relating to positions in the City's employment which are designated and classed as Classified Service" and Part-Time Temporary" positions in such employ. SECTION 2. Nothing contained in this Resolution shall be construed as guaranteeing to any employee or official of the City any vested interest in any salary or position. SECTION 3. That a11 Resolutions or portions thereof, in conflict here- with are hereby repeated. SECTION 4. That this Resolution shall be in full force and effect through and including the 30th day of June, 1977, and shall thereafter be of no further force or effect. SECTION 5. That the City Clerk shall certify to the adoption of this Resolution and shall forward a certified copy hereof to the City Manager, each department head of the City, and the Secretary of the Personnel Board. GENERAL 1) The basic salary plan, as contained herein, realtes to all positions in the City's employment which are designated as Classified Service" and Part-Time Temporary'* positions in such employ. 2) All employees shall receive overtime compensation, either in wages or in compensatory time in accordance with the City's Classification Plan, at the rate of one and one-half times the hours worked in excess of forty 40) hours per week actually worked. For the purposes of this Section, hours worked will include actual hours worked and approved sick leave time. 3) The work week of the City shall begin at 12:01 a.m. on Sunday and end 168 hours later. Any overtime earned during a shift which has begun prior to the end of the work week shall be included in the prior pay period. 4) The pay period for alt employees shall consist of two calendar weeks commencing on June 27, 1976. Salaries and compensation earned shall be paid on the Friday following completion of the prior two weeks worked. When City offices are closed on the Friday payday, salaries and compensation shall be paid on Thursday. 5) Each full-time employee of the City shall accrue one day's leave with pay, per annum, which said leave shall be taken, whenever possible, on the birthdate of such employee, provided that the actual date for the use of such leave shall be within one year of said date and subject to the approval of the employee's appointing authority. 6) The basic pay rate of police officers shall be increased as listed below when assigned to the following special categories: a) Training Officer or Detective 5% of Current Basic Rate b) Training Sergeant or Detective 5% of Current Sergeant Basic Rate c) Division Lieutenant 5% of Current Basic Rate 7) The basic pay rate of police officers shall be increased as listed below upon successful completion of specialized training and education as follows: a) Intermediate P.O.S.T. Certificate 2.5% of Current Basic Rate b) Advanced P.O.S.T. SALARY RANGES A. Classified Service and Part-Time Temporary 1) Each position in the Classified Service and Part-Time Temporary shall be identified and compensated for at the Range shown on Exhibits B" and C". 2) The column headed Range" contains the list of Range numbers assigned to those positions. 3) The columns headed Step" contain the numerical steps for each position and Range number listed. Step 1" represents the entry level for all positions listed. Step 2" represents the rate increased upon completion of six 6) months of satisfactory service if recommended by the appointing authority and approved by the City Manager. 4) The period of satisfactory service toward merit pay step advance- ment shall commence on the date of initial employment or on the date of reclassification or promotion. 5) Any employee who is reclassified or promoted to a position having a higher Range number than the position occupied shall be paid at a rate of at least 2.5% above the rate received when reclassified 6) Any employee reclassified downward shall be paid at the step nearest to, but not more than, the rate of pay received prior to reclassification.
