HomeMy WebLinkAbout1977 047 CC RESO1977 047 CC RESO;¢fìõ‡peRESOLUTION NO. 77-47 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK CERTIFYING THE NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT AND ADOPTING SPECIFIC PLAN 32 TO ALLOW THE DEVELOPMENT OF A MULTIPLE FAMILY PLANNED UNIT DEVELOPMENT THE CITY COUNCIL OF THE CITY OF BALDWIN PARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That the City Council of the City of Baldwin Park does hereby find and determine as follows: a. That on the 7th day of July, 1977, the City Council held a duly noticed public hearing to consider the adoption of a Specific Plan as per Exhibit A" on file in the Planning Department. b. That the property to which said Specific Plan 32 relates is described as: Lot 8, Page 2 of Licensed Surveyor's Map 22, in the Office of the County Recorder of Los Angeles County, more commonly known as 3557 Big Dalton Avenue, City of Baldwin Park. c. That as a result of testimony and facts presented at said hearing the City Council finds that the proposal for a multiple family planned unit development is an implementation of the General Plan and is conducive to surrounding uses of the land. SECTION 2. That the City Council does hereby certify the Negative Declaration of Environmental Impact and adopt Specific Plan SP-32, as shown on Exhibit A", subject to the following conditions: 1. That the number of units be limited to a maximum of 16 in order to allow adequate access between buildings for emergency purposes and to create a better living environment. 2. That a minimum width of 15 feet be maintained between buildings for access. No structures or buildings shall be located within this area. 3. That a landscaping and irrigation plan be submitted prior to issuance of any building permits. 4. That two sets of detailed plans be submitted for Precise Plan Review, plan check and engineering review. Plans shall include, but are not limited to the following: a. Site Plan; b. Grading Plan for the entire development; c. The location, proposed use, size, height, floor plans, front and side elevations, type of materials to be used for the exterior waits of all proposed and existing buildings on the subject lot or lots; and d. The location, height and type of materials to be used in the construction of a11 waits and fences; and e. The location of pedestrian and vehicular streets and access ways; and g. The location of any outdoor lighting fixtures; and h. A detailed plan for the landscaping of the development, including the location and height of screen planting, and a statement setting forth the method by which such landscaping and fencing shall be maintained after installation; and i. The location or proposed location, of all physical features, including, but not limited to, such items as fire fighting facilities, utility facilities, drainage and sewage structures. 5. That the applicant sign an affidavit within fifteen 15) days after the adoption of the resolution that he has read and accepts all the conditions of approval. 6. That the applicant shall comply with all conditions of approval as stated by the resolution within a time limit of not to exceed one 1) year, unless otherwise noted herein, or the approval given shall be null and void.
