HomeMy WebLinkAbout1977 069 CC RESO1977 069 CC RESO;¢fìõêpeRESOLUTION NO. 77-69 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK DESIGNATING A SURVEY AREA AND DIRECTING FEASIBILITY STUDIES. WHEREAS, the City Council of the City of Baldwin Park has adopted a Redevelopment Plan for the Puente-Merced/South Baldwin Park Redevelopment Project Area; and WHEREAS, the Redevelopment Plan for said project has been validated by the Superior Court; and WHEREAS, the Redevelopment Plan for said Project has sub- sequently been invalidated by the Appellate Court; and WHEREAS, a petition for hearing has been filed with the California Supreme Court; and WHEREAS, the City Council, notwithstanding its confidence in a favorable ruling by said Supreme Court, wishes to avoid further delay in project development; and WHEREAS, accomplishment of the goals and objectives of the Redevelopment Plan for said project are currently suspended; and WHEREAS, the Redevelopment Advisory Commission and the Redevelopment Agency have recommended adoption of a Redevelopment Plan for said Project; and WHEREAS, certain sections of the Health and Safety Code require the designation of survey areas and preparation of appropriate redevelopment studies. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Baldwin Park: SECTION 1: It is hereby found and determined that the area described in Section 2 hereof requires study to determine if a redevelopment project or projects within said area are feasible. SECTION 2: The following described area to be and is called Puente-Merced/South Baldwin Park Study Area" is hereby designated as a survey area: That portion of the City of Baldwin Park, County of Los Angeles, State of California, bounded and described as follows: Beginning at the intersection of Merced Avenue and Big Dalton Avenue; thence northeasterly along the center line of Big Dalton Avenue 920 feet, more or less, to the northwesterly prolongation of the southwesterly lines of Lots 3 to 16, inclusive, of Tract No. 14258, in the City of West Covina, as per map recorded in Book 297, pages 26 and 27 of Maps, in the office of the County Recorder of Los Angeles County; thence southeasterly along said northwesterly prolongation and along said southwesterly line of Lots 3 to 16, inclusive, of said Tract No. 14258, a distance of 1916 feet, more or less, to the most southerly corner of said Lot 16; thence southwesterly along the southeasterly boundary of the City of Baldwin Park a distance of 1824 feet, more or less to the most southerly corner of Lot 50, El Monte Walnut Place, as per map recorded in Book 6, page 104 of Maps, in the office of said County Recorder; thence BIB] 37685-U01 1977-U02 069-U02 CC-U02 RESO-U02 LI3-U03 FO10488-U03 FO10862-U03 DO11116-U03 C6-U03 RESO-U03 3/4/2003-U04 ROBIN-U04 1977 069 CC RESO;¢fìõêpeResolution No. 77-69 Page Two northwesterly along the northeasterly line of Lot 44 of said El Monte Walnut Place and along its north- westerly prolongation 1852 feet to the center line of Big Dalton Avenue; thence northeasterly along the center line of said Big Dalton Avenue 960 feet to the point of beginning. Beginning at the intersection of the center line of the San Bernardino Freeway with the northwesterly line of the Southern Pacific Railroad right-of-way, 40 feet wide; thence southwesterly along said northwesterly line 2220 feet, more or less, to the northerly line of Walnut Creek Wash; thence westerly along said northerly line to the southerly boundary line of the City of Baldwin Park; thence northwesterly along said boundary line to the southeasterly line of Baldwin Park Boulevard, 100 feet wide; thence southwesterly along said southeasterly line to the southeasterly prolongation of the center line of Bess Avenue, 60 feet wide; thence northwesterly along said prolongation and along said last mentioned center line 1890 feet, more or less, to said center line of the San Bernardino Freeway; thence easterly along said center line of the San Bernardino Freeway 3990 feet, more or less, to the point of beginning. SECTION 3: The Agency is hereby authorized and directed to study the designated survey area and determine whether a redevelopment project within said area is feasible.
