HomeMy WebLinkAbout1977 108 CC RESO1977 108 CC RESO(Ììó#peRESOLUTION NO. 77-108 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK CONCURRING IN THE COUNTY SOLID WASTE MANAGEMENT PLAN AND IN THE AMENDMENTS THERETO WHEREAS, the Nejedly-Z'berg-Ditts Solid Waste Management and Resource Recovery Act of 1972 hereafter referred to as the Act) requires each county in cooperation with affected local jurisdictions, to prepare a comprehensive, coordinated solid waste management plan; and WHEREAS, said Act also requires that such plan shall be consistent with state policy and any appropriate regional or sub-regional solid waste management plan; and WHEREAS, said Act also requires that the county solid waste manage- ment plan shall be subject to the approval by a majority of the cities within the county which contain a majority of the population of the incorporated area of the county; and WHEREAS, the County of Los Angeles has prepared a plan for solid waste management in conformance with the Act and on December 1, 1977 sub- mitted said plan to this Council for approval; and WHEREAS, the majority of the cities within the County which contain a majority of the population of the incorporated area of the County approved the plan by resolution; and WHEREAS, on June 24, 1976, said plan was submitted to the State Solid Waste Management Board for approval; and WHEREAS, on December 10, 1976, the State Solid Waste Management Board found the plan to be inadequate; and WHEREAS, on June 9, 1977, the County prepared and submitted to the State Solid Waste Management Board the amplification and clarification statement; and WHEREAS, the State Solid Waste Management Board partially approved the submitted plan as meeting the requirements of Section 66780 of the Government Code, but denied approval of the element governing future solid waste facilities; and WHEREAS, the State Solid Waste Management Board and the County staffs agree on the contents of a solid waste facilities element, based on the principles of the submitted amplification and clarification which, when approved by the required cities, would satisfy state laws; and WHEREAS, the County has prepared the following: a) Amendment to the Los Angeles County Solid Waste Management Plan; b) Appendix Z Amplification and Clarification of Los Angeles County Solid Waste Management Plan"; c) Appendix AA Economic Information"; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Baldwin Park has reviewed said plan, approves the plan, and concurs in the following: a) The objectives set forth in the plan; b) The method and organization for implementation of of the programs contained in the plan; c) The procedures for financing the recommended solid waste management program, and BIB] 37684-U01 1977-U02 108-U02 CC-U02 RESO-U02 LI3-U03 FO10488-U03 FO10862-U03 DO10897-U03 C6-U03 RESO-U03 3/3/2003-U04 ROBIN-U04 1977 108 CC RESO(Ììó#peResolution No. 77-108 Page 2 d) The role identified in the plan for the City in implementing this cooperative effort for management of solid waste in an economical and environmentally acceptable manner. BE IT FURTHER RESOLVED, that the said City Council has reviewed and approved: a) Amendment to the Los Angeles County Solid Waste Management Plan; b) Appendix Z Amplification and Clarification of Los Angeles County Solid Waste Management Plan"; c) Appendix AA Economic Information"; and concurs specifically with the methodology enunciated in Item b) immediately above to be used by the Solid Waste Management Committee in reviewing new facilities to determine conformance with the plan.
