HomeMy WebLinkAbout1978 049 CC RESO1978 049 CC RESO(Ììó¹ RESOLUTION NO. 78-49 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK AMENDING RESOLUTION NO. 77--52 ADOPTING A BASIC SALARY PLAN UNCLASSIFIED SERVICE POSITIONS) THE CITY COUNCIL OF THE CITY OF BALDWIN PARK DOES RESOLVE AS FOLLOWS: SECTION 1- That attached hereto, incorporated herein by this reference, marked Exhibits A", A-l", and B", is a Basic Salary Plan, adopted pursuant to Section 2250 of the Baldwin Park Municipal Code, relating to positions in the City's employment which are designated and classed as Unclassified Service Employees" and positions with Fixed salaries. SECTION 2. Nothing contained in this Resolution shall be construed as guaranteeing to any employee or official of the City any vested interest in any salary or position. SECTION 3. That all Resolutions or portions thereof, in conflict herewith are hereby repealed. SECTION 4. That this Resolution shall be in full force and effect through and including the 30th day of June, 1978, and shall thereafter be of no further force or effect. SECTION 5. That the City Clerk shall certify to the adoption of this Resolution and shall forward a certified copy hereof to the City Manager, each department head of the City, and the Secretary of the Personnel Commission. In addition to the basic salary, the City will contribute 7 per cent of the Basic Salary Range or Fixed Rate for Unclassified Service Employees and the City Manager towards the employee's P.E.R.S. contribution. 4. Unclassified Service Employees and the Fixed Position of City Manager shall receive $100.00 per month for the use of their personal vehicle for business purposes. Fixed Positions City Clerk) 1. Maintaining central files, including indexing of city documents. 2. Recordation of all required city documents, including deeds, quitclaims, easements, liens, releases, notices, etc. 3. Maintain general library of reference material for use by city employees, including all codes, rosters, legislative bulletins, etc. 4. Recordation of Liens and Release of Liens for Public Nui- sance, Short Forms, H.C.D.A. Loan Program and any other program which would require such recordations. 5. All necessary work in conjunction with control and issuance of exempt charitable business licenses, temporary use permits and fireworks permits. 6. Administer the agreements, filing, indexing and releasing of Time Certificates of Deposit. 7. Handle all applicable duties relating to acceptance, recording, publishing, filing, indexing, etc. of Deeds, Agreements, Easements, Bonds, Bids, Notices of Completion, Annexations, Vacations, etc. 8. Arrange and handle Big Switch" and other public tours of Civic Center facilities. 9. Secretary of Personnel Commission. 10. Maintain files for insurance, agreements, bonds, etc., for renewal and/or cancellation. 11. Set up and make proper notification for invocations at Council meetings. 12. Maintain rosters of all city boards and commissions, in- cluding terms of appointment, current addresses, and preparation of resolutions of appointment. 13. Perform the function of Notary Public on behalf of City. 14. Perform all applicable duties related to public hearings, including, but not limited to, publications, mailing, postings and notifications to applicants. 15. Perform all applicable duties related to bid openings, including, but not limited to, advertising, receiving, tabulating, bid sheet preparation, bidder notification, handling of contracts, insurance and bid bonds. 16- Handle Senior Citizen application for reduced transit fares. 17.
